t1HEREAS, the City Commission authorized the City Manager
to advertise for bid proposals for the lease and operation of
Parcel A at the Marine Stadium, a parcel of land at Miami
Marine Stadium, for water oriented activities; and
WHEREAS, four bidders made proposals for the public use
of this parcel; and
WHEREAS, the Commission finds that Seaescape of Miami,
Inc. has made a proposal that will guarantee the highest
rental return to the City on Parcel A as well as provide
maximum utilization of the stadium for public entertainment
and recreation; and
WHEREAS, Plarine Stadium Fnterpril�� -I IriLj.; erns filiztmi
Promotions, Inc., have made proposals that will provide lesser
but acceptable revenues to the City and acceptable uses of the
site and should be negotiated with, in that order, should
negotiations with Seaescape of Miami, Inc. prove unsuccessful;
and
WHERhAS, the commission finds that any lease of the sub—
ject property rust necessarily incorporate such controls by
the City as may 1:)o needed to insure fulfillment of the water
oriented park and recreational purposes of these facilities;
NOW, `"HEREPORE, BE I`," RESOLVED BY THE COMPASSION OF' THE
CITY OF MIAMI, FLORIDA:

Section 1. The City Manager is hereby authorized to com-
mence negotiations with Seaescape of Miami, Inc., for the lease
and operation of Parcel A of Miami Marine Stadium, with nego-
tiations to proceed with Marine Stadium Enterprises, Inc. and
Miami Promotions, Inc., in that order, should negotiations with
Seaescape of Miami, Inc., prove unsuccessful; further directing
the City �-Ianager to delineate the area to be reserved for
heliport use in Parcel A.

dollars) in an imagin-itive way; howev(�r their guaranteed rental rate starts at
$51,000 for the first year and increases to 1101,000 starting the third year.

Dade Helicopter Services, Inc. submitted two proposals. The proposal for the
stadium has the lowest guaranteed rental to the City. Their proposal for the
small parcel for a heliport provides a rental minimum of $1,001.00 per month
plus other services.

Your vote Mr. Mayor, was based on the rack rate and if
Mr. Hancock is unable to meet that reauirement then the
contract awarded to Mr. Hancock would not be in the best
financial interest to the residents and merchants of the
City of Miami.
III. Parcel "A" being awarded to Seaescape..
The Waterfront Board, following; a three-hour public hearing,
unhesitantly voted unanimously to award Parcel "A" to
Seaescape with the following; general reasons:
1. The creative proposal gave strong
indications of a well thought-out
pro -ram which woul,,i; (A) Have great
potential for success an:-1 (B) Offers
unique tourist anti customer attractions;
2. There was evidence of a Strom- management,
teamed with professional credetials; ;
3. The incoc,:e proposal wa:l ex.Cellent and
