The City Manager is hereby authorized to negotiate a contract for professional services with the Counsel— ing and Stress Control Center for the purpose of providing Psychological Services to members of the Miami Police Depart— ment during 1981 with the total cost of said contract not to exceed $26,000, which sum is hereby allocated from the Special Programs and Accounts Public Safety Contingency Fund; said contract to be submitted to the City Commission for its approval prior to execution thereof. Doctors Jose Valle and Mark Axelberd, of the Counseling and Stress Control Center, have proposed that they provide ten hours of psy- chological services per week to the Miami Police Department. The cost of such services for one year is $26,000.00 (52 weeks x $50.00 per hour x 10 hours). The Counseling and Stress Control Center is a private mental health clinic specializing in personnel management services to varied pri- vate and governmental organizations. The center primarily consists of three certified licensed psychologists and a psychiatrist. Valle, Axelberd & Associates, Inc., offers a wide variety of services ranging from stress management training to psychological testing. The center is familiar and sensitive to the needs of a tri-ethnic community such as Dade County and the center's members are representatives of the various cultural and racial backgrounds found in Dade County. For the past three years, professionals within the organization have been especially involved with several programs connected with law enforcement agencies on a local and national level. In fact, two of the training programs developed by their center (Stress Management and Family Crisis) have been chosen as state certified courses by the Florida Training Commission for Law Enforcement. Also, in 1977, two members of the organization received community service awards from; the City of Miami for their work with law enforcement agencies in c:�, .•-, Dade County. On a national level, their organization has consulted �• with many law enforcement agencies concerning pre -employment selection procedures, development of in-service training programs and other functions related to police personnel management. Ph.D. Alejandro Villalobos, M.D. PROP08AL introduction and Aationale Traditionally, police funds and training programs have been targeted ' towards aspects of police work which involve usual day to day police operations. Expenditures for equipment, weapons training, criminal investigation skills training; and motor vehicles are examples of areas where most departments recognize the need for consistent training and updated materials. Although these areas of expenditures are certainly germane to police work and must be maintained, there is another Grit' cal area of personnel management which until recently has received scant attention. This personnel function involves assisting the offi- cer in learning more effectively to cope with the predictable and intense stressors or police work. These stressors, if not adequately dealt with, can lead to a deterioration of an officer's functioning on a personal as well as professional level. The consequence of this pro- cess is an officer who is no longer able to meet the demands which are being placed on him in his work or home environment. Resultant distress symptoms such as divorce, physical illness, alcoholism, accident prone- ness, and emotional overreaction are all familiar to veteran officers who have themselves experienced or observed the effects of severe and prolonged stress. These emotional, physical and occupational hazards not only effect the officers' personal life and ability to perform his job effectively, but they also constitute a financial burden to the police organization and the municipality he works for. This economic drain manifests itself in high turnover rates, disability compensation, absenteeism, litiqation entanglements, and replacement costs of lost officers. More critically, the officer in a state of distress can exhibit poor judgment in his en- counters with citizens and the result can ultimately be tragic for the citizen, the officer involved, his department, and police work in gen- eral. It is apparent, therefore, that departments must provide innovative training and make available resources which officers can utilize to minimize and manage their stress. This is especially true for modern day police work with its emphasis on human relations and community ser- vice functions. The following are examples of programs and activities which our center can design and implement to meet this goal. We believe these resources and training programs are not a luxury but are essential for the maintenance of a productive and healthy police officer. 115 Madeira Avenue . A) to conjunction with the department's Training Unit, in-service training prograts can be designed and implemented in the following areas: Stress Management Family Crisis Intervention Communication Skills for Supervisors Marital Enrichment Seminars ` Peer Counseling ?nit Hostage Negotiation B) provision of short-term individual counseling for departmental per- sonnel when necessary. Examples of the.usefulness of this counsel- ing include helping officers cope with often difficult events, i.e. post -traumatic shooting syndrome, divorce, death of a family, etc. C) Evaluate and conduct psychological assessment of departmental per- sonnel for pre-screening purposes or post -employment evaluation when officer's behavior deems this necessary. D) Development of a permanent relaxation lab for use by all departmental personnel. E) other general consultation activities where psychological input may be required or relevant. Consulting Resources our center consists of professionals from varied disciplines. Specialists _ in the fields of psychology, psychiatry, psychodiagnostics, nutrition and exercise physiology are available to provide expertise for particular training concerns. All our center personnel are very familiar with police work and have Experience in law enforcement consultation activities. Doctors Jose Valle and Mark Axelberd, of The Counseling And Stress Control Center, have proposed that they provide ten hours of psy- chological services per week to the Miami Police Department. The cost of such services for one year is $26,000.00 (52 weeks x $50.00 per hour x 10 hours). It is requested that monies be allocated from the Programs and Accounts Public Safety Fund for this purpose. Following are the psychological services that will be provided by The Counseling And Stress Control Center: 1. Individual counseling, family and group counseling, a twenty- four hour crisis service, (Post Traumatic Shooting), and consultation to staff personnel. Provision of short-term individual counseling for departmental personnel when necessary. Examples of the usefulness of this coun- seling include helping officers cope with often difficult events, i.e. post -traumatic shooting syndrome, divorce, death of a family member, etc.. 2. Development of in-service training programs for police officers, i.e. crisis intervention, communication skills, stress manage- ment. 3. Assist in the on -going development of supervisory and management training programs. 4. Provide psychological assessment of law enforcement personnel for screening, promotion or placement of .personnel within the Department, upon special request by the Department. 5. Provision for short-term Advance Stress Counseling of selected Departmental personnel, and arrangement for long-term referral when appropriate. 6. Development of inter -Departmental bio-feedback (RELAXATION) Lab. 8. Planning in-house program to decrease citizen complaints (ANGER MANAGEMENT). 9. Hostage negotiation training program. 10. Peer Counseling Programs. 11. Marital Enrichment Seminars. 12. Work in conjunction with the Personnel Department for case con- sultation on individual officers. 13. Other general consultation activities where psychological input may be required or relevant. The Counseling And Stress Control Center is a private mental health clinic specializing in personnel management services to varied pri- vate and governmental organizations. The center primarily consists of three certified licensed psychologists and a psychiatrist. Valle, Axelberd & Associates, Inc., offers a wide variety of services rang- ing from stress management training to psychological testing. The Center is familiar and sensitive to the needs of a tri-ethnic comm- unity such as Dade County and the Center's members are representa- tives of the various cultural and racial backgrounds found in Dade County. For the past three years, professionals within the Organization have. been especially involved with several programs connected with law enforcement agencies on a local and national level. In fact, two of the training programs developed by their Center (Stress Management And Family Crisis) have been chosen as state certified courses by the Florida Training Commission For Law Enforcement. Also, in 1977, two members of the Organization received community service awards from the City of Miami for their work with law enforcement agencies in Dade County. On a national level, their Organization has con- sulted with many law enforcement agencies concerning pre -employment selection procedures, development of in-service training programs and other functions related to police personnel management.
