This letter is to inform you of our great interest in
having Cablesystems Miami awarded the cable license.
Our reasons for this decision are as follows:
a) The involvement of Cables% stems 1•1iami in
our common it has nut onl% been consistent,
it has peen effective as k"(2 Ca111esystems
Miami has cammitted 3.7 million dollars for
the Miami ]'u ;ether- 1)roje(:t I'he only purpose
and objective of tho mentioned project is to
racial,
help alleviate (.ummunity divisiveness,
and ethnic tensions.
b) The keen sensitivity of Cahlesystems Miami to
see and feel the d neefor special programs is
evident by their settins aside -'.7 million
dollars for such prorrammin4; as documentaries,
special arts, minority interests,woman's issues.
c) The ss of Cahlesystetns Miami
toward this muu
lticltural/multilink,ual com-
munity has led them to earmark a Bilingual
Center as a Priority to be or,;ani•r.ed and staf-
fed. The main goal and Purpose of this Center
will be arrangiI', programming from Spanish to
English and vice -versa, (all materials and
programs which will need to he arranged and/
or translated will originate at their Bilingual
Center.

proposals
application of Cablesystems Miami, Inc. OurxExecutive
proposed
Committee has studied, in some detail, tcrime revention
dedication of two channels to community P
tioned applicant, and
activities, and feel that the men
its consultant Rocky Pomerance, are to be congratulated
for coming up with a program which we feel should be
integrated into all cable systems which operate in Dade
County. In the short time we have had, thus far, to
examine the potential of cable television as a weapon to
help control criminal activity and improve the functioning
of the criminal justice system, we have already identified
several specific uses which would have a drastic and
immediate impact in Miami.
An obvious application, for example,
prosecutors would
ldpinsolveunder
communications from public subpoena for appearance at criminal trials. Our grand
jury has established that impacted

and has generated a bias, on the part of our citizens,
for avoiding involvement with the criminal justice

At this point, we cannot see the limits of the potential

stopping crime and improving the criminal justice system,
might have on improving the quality of life in our community.
The foregoing is not intended as an endorsement of Cable -
systems, Miami, Inc., or as a recommendation to the City
Commission that that applicant be awarded the cable television
franchise for the City of Miami.
However, we do commend the applicant for its innovative
proposals relating to crime prevention, and consider those
proposals most worthy of your endorsement.
Accordingly, regardless of which applicant may ultimately
be granted the franchise for Miami, the Citizens' Crime
Commission urges the Miami City Commission to incorporate
the crime prevention proposals of Cablesystems Miami, Inc.,
as one of the City's objectives in negotiating the public
service commitment of the successful applicant.
