LU (/) A RESOLUTION DESIGNATING THE LITTLE HAVANA COMMUNITY CENTER " -- AS A CATEGORY B PROJECT WITH RESPECT TO THE MASTER PLAN AND DESIGN CONCEPT THEREOF, IN ACCORDANCE WITH SUBSECTION (5) ---- (a) OF SECTION 16-17 OF THE CITY CODE, WHICH ESTABLISHES PROCEDURES IN CONTRACTING FOR SAID PROFESSIONAL SERVICES ._._1 AND ALSO ESTABLISHES COMPETITIVE NEGOTIATION REQUIREMENTS ...� WITH REGARD TO FURNISHING OF SUCH SERVICES; AND APPOINTING, MORRIS KAUFMANN, ASSISTANT TO THE CITY MANAGER, AS CHAIRMAN OF THE COMPETITIVE SELECTION COMMITTEE IN ACCORDANCE 141TH SUBSECTION (5) (c) OF SECTION 16-17 OF THE CITY CODE n WHEREAS, the City of Miami intends to acquire professional services for a master plan and design concept of Building A and the space that will be vacated by Building B of the Little Havana Community Center; and WHEREAS, the City Manager recommends that the Little Havana Community Center be designated a Category B project, in accordance with the provisions of Subsection (5) (a) of Section 16-17 of the City Code; and WHEREAS, the City Manager recommends that Morris Kaufmann, Assistant to the City Manager, be appointed Chairman of the Competitive Selection Committee; and WHEREAS, funds for said services are allocated from 4th Year Community Development. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Little Havana Community Center is hereby designated as a Category B project with respect to a master plan and design concept 'thereof, in accordance with Subsection (5) (a) of Section 16-17 of the City Code, which section establishes procedures in contracting for certain professional services and also establishes competitive negotiation requirements with regard to the furnishing of such services. Based on reports from the Pcnartments of Buildina and Zoning Inspections and Public Works, some of the repairs necessary to meet code requirements for dual use as office space and cultural perfnr,nances include: 1) Pequired fire wall hetv.een auditorium and offices � 2) Required enress for offices 3) Revised toilets 4) Penrnval and reali(in:rrent of seating in the auditorium There is approximately ;.31,010 from nth Year Community Development available for the Little Havana Cnrrmrinity Center, of which S17,000 aJill cover the cost to demolish Building B. This leaves a balance of 564,000. While actual costs are not available, it is estimated that it cnuld cost 5200,000 to correct the aforementioned items. These items, hoeiever, wnuld not satisfy the requirements for a theatre and/or audi- torium adequate for cultural use. The current stage is temporary and there is no sound nor light system, ,just to mention a few alterations necessary for cultural activi- ties. Approximately 75 cultural events are held at the Center annually in spite of the aforementioned deficiencies. Richard Fosmoen City Manager December 1, 1980 Since the available funds are not sufficient to correct current deficiencies, it is recommended that the services of an architectural/engineering firm be acquired to provide a master plan and design concept for Building A and the space to be vacated by Building B. Such services would cost approximately S25,000. The information produced by a master plan and design concept would be used to seek grant funds since there are no funds presently available for renovation. The purpose of a master plan or design concept would be to consider possible alter- natives for the use of the entire auditorium space and existing office space; for example, a smaller and less costly theatre or auditorium, space for office rental, studio space, etc. It is possible that the projected expense for renovation of the auditorium area could be decreased if a smaller theatre were considered (i.e. fire partition as oposed to a fire wall). The master plan could be outlined in phases of implementation. It would include actual drawings and cost estimates for required work to meet existing code deficiencies, however, within the overall scheme of the master plan. Implementation of the master plan would be contingent upon the identi- fication and receipt of future Community Development funds and/or other funding sources. This approach is recommended as opposed to usinq the available funds to begin to correct items piecemeal. The Department of Fire also supports the recommendation that no funds be expended until a master plan is available for the facility. It is recommended that the City Commission authorize the City Manager to acquire professional services and that this project be designated Category B in accordance with Subsection (5) (a) of Section 16-17 of the City Code. If this meets the approval of the City Commission, it is recommended that the following individuals be appointed to serve on the Co!Irpetitive Selection Committee, in accordance with Subsections (5) (bii) and (5) (c) of Section 16-17 of the City Code: Chairman - t•lorris Kaufmann.
