RESOLUTION AUTHORIZING THE CITY MANAGER TO REQUEST
THE SUBMISSION OF BIDS FOR THE PURPOSE OF DEMOLISHING
BUILDING B OF THE LITTLE HAVANA COMMUNITY CENTER.
WHEREAS, Building B of the Little Havana Community Center,
910 S.W. First Street, is in need of rojor repairs; and
WHEREAS, the expenditure required to rehabilitate the structure is
substantial; and
WHEREAS, the Department of Public Works has recommended that the
building be repaired or demolished; and
WHEREAS, the Department of Fire has recommended that Building B be
demolished; and
WHEREAS, Fourth Year Community Development funds are available for
demolition; and
WHEREAS, the City Manager recommends demolition;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorized to request the
submission of bids for the purpose of demolishing Building B of the Little
Havana Community Center.
Section 2. Fourth Year Community Development funds will be used to
cover demolition costs.

The Departments of Public Works and Fire have conducted
inspections of Building B of the Little Havana Community J=
Center and have found major deficiencies that warrant im-
mediate repair or demolition. Estimated costs would be
excessive. In view of the above, it is recommended that
the City Commission authorize the City ;I nac�er to request
bids for the purpose of demolishinq Building B of the
Little Havana Community Center, per the attached resolution.
In August, 1980, the Department of Public Works conducted an inspection of Building
B of the Little Havana Community Center. During the inspection, a prominent crack
on the southwest corner of the building was detected. There were also smaller cracks
in the nearby west wall. According to Public Works, the cracks are of recent origin.
They have been carefully monitoring this problem. Aside from the cracking problem,
the roof and other parts of Building B leak; the building is termite infested; the
wood framing is deterioratinn; the bathrooms are inadequate; and fire exits do not
meet South Florida Bui1dinq Code. -
Public Works has esti;rated that it could cost $200,000 to repair the major deficiencies.
They have recommended that we either proceed with the necessary repairs or, demolish
the building. Additionally, there is a major water leak in the building. The Depart-
ment of Buildina and Vehicle 'aintenance and the Miami -Dade Water and Sewer Authority
have made numerous inspections of the building but have been unable to determine the
origin of the leak.
The Department of Fire has advised us of the inadequacy of fire exits and stairwells
which could cost an additional S150,000 to rebuild to code. It is their recommendation
that the building be demolished.
At the present, several social service agencies are housed on the first two floors of
the building, occupying approximately 4320 square feet of the estimated 6345 square
feet in the building (third floor is vacant). It currently costs the City approximately
$14,250 yearly for electric, water, and general building maintenance since the agencies
do not ;gay rent. This figure does not include janitorial and security services provided
- by City staff.

New construction of a facility with equal amount of square feet would cost a
minimum of S317,250 (550.00/s.f.).
In view of the substantial expenditures necessary to rehabilitate the building
and its blighting influence, it is recommended that Building B be demolished.
We have reviewed current space allocations to agencies in Building A and asses-
sed the activities of those housed in Building B. With some minor reassignments,
all agencies in Building B could be accomodated in Building A and the new building.
There is approxir,ately S81,000 from 4th Year Community Development funds availa-
ble for the Little Havana Community Center which could cover the estimated $17,000
for demolition. It is recommended that the remaining S64,000 be utilized as follows:
$25,000 for a master plan and design concent for Building A and the space vacated
by Building B; S39,000 to treat the space vacated by Building B. It is recommended
that the space be treated as an open plaza due to the current lack of open space at
the Center complex.
Should the Commission approve demolition, we will proceed to meet with the agencies
and arrange for an orderly closure of Building B, followed by demolition.
