A RESOLUTION APPROVTNG A REQUEST FOR PROPOSALS
FOR CABLE TELEVTSTON SERVICE WTHTN THE CITY OF
MIAMI, AUTIIORIZIN(; THE CITY MANAGER TO ADVERTISE;
ALLOCATING; $9, 000 FROM THE CONTINGENCY FUND TO
COVER TILE COST OF EXPENSES FOR SAID PROPOSALS,
INCLUDING ADVERTISING.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MtAMI�
FLORIDA:
Section 1. A Request for Proposals for Cable
Television Service within the City of Miami is hereby
approved and the City Manager is hereby authorized to
advertise for said proposals.
Section 2. The sum of $9,000 is hereby allocated
from the Contingency Fund to cover the cost of expenses
for said proposals, including advertising.
PASSED AND ADOPTED this 17th day of December, 1980.

After contacting Marion Dix of the National Endowment of the Arts,
in reference to present concessions to community arts organiza-
tions by cable television companies, we were referred to the cities
of New Orleans and Fort Worth, Texas.
We contacted Ruth Ann McKinney, of the City Manager's office in Fort
Worth at (817) 870-6126, who gave the following information. Fort
Worth has formed a cable cultural coalition of all local arts groups.
This newly -formed body will be a foundation oriented organization,
which will be recipient of grants from the cable TV companies.
Presently, they have received three bids: cne from Sammon's, a
Dallas concern, one from the Fort Worth company backed by Canadian
McClane Hunter, and one from the Florida based company Storer.
The Sammon's proposal consists of forty hours a week program time,
with a first year budget of $164,000.00, a third year budget of
$432,000.00 and a tenth year budget of $1,700,000.00 of which fifty
percent will be community access, with the remaining fifty percent
composed of local origin programminq to be selected by the cable com-
pany. Sammon's also offers $75,000.00 annually for the life of the
concession, to be allocated by the cable coalition to local program-
ming.
The Fort Worth Cable Company with the Canadian backing of the McLane
Hunter Company offers sixty-three hours of programming time per week.
Thirty-five to forty percent will be composed of community access air
time, with the balance comprised of local origin. They propose a
first year budget of $183,000.00, a third year budget of $342,000.00, and
a tenth year budget of $1,343,000.00. Although they do not offer an
annual amount to be disbursed among community arts groups, they have
committed themselves to the development of the City's ballet company,
the Van Cliburn competition, and the area's symphony.
The third bid is from the Florida based Storer Company. They will off-
er 200 hours of programming time per week, of which fifty-five per-
cent will be community access, and forty-five percent local origination.
Storer proposes a first year budget of $434,000.00, a third year bud-
get of $1,370,000.00 and a tenth year budget of $1,870,000.00. They

will offer, after the first six months and every six months there-
after, the amount of $250,000.00 to be allocated to the Cable Coa-
lition for the funding of local arts croups.
We have also ccntacted, Ms. Sharon Litwin, (305)523-1216, chairperson
of the Contemporary Institute Art Center of New Orleans, and Vs.
Dennise Vallon, also of New Orleans (504)837-4443.
We were informed that they have also formed a Cultural Cable Coalition
and are pursuing similar concessions from the TV cable companies.
We have asked and they have agreed to mail us the cultural package
attached to proposals submitted. Consequently, we respectfully sug-
gest that the City proceed to form its own Cultural Cable Coalition
at once.
