HomeMy WebLinkAboutO-09222LCD/smc MENT N0. 5 TO ORDINANCE NO. 9179 �12/11 /80 ORDINANCE NO. ,0 AN EMERGENCY ORDINANCE AMENDING SECTION l OF ORDINANCE NO. 9179, ADOPTED OCTOBER 3, 1980, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 19819 AS AMENDED; BY INCREASING THE APPROPRIATION FOR THE GENERAL FUND, PLANNING DEPARTMENT,IN THE AMOUNT OF $22,689; BY DECREASING THE APPROPRIA- TION FOR THE GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, IN THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING TWO (2) NEW POSITIONS IN THE PLANNING DEPARTMENT;CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 9179 on October 3, 1980, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1981; and WHEREAS, $22,689 is needed for two (2) new positions in the Planning Depart- ment for FY 1981; and WHEREAS, one (1) Administrative Aide II position at $12,734 is needed to transfer a Public Management Intern (CETA) employee,with a termination date of December 26, 1980,into a Civil Service classification; and WHEREAS, one (1) Secretary II position at $9,955 is needed to perform secretarial duties in the Intergovernmental Affairs Office; and WHEREAS, the total of $22,689 is available from the General Fund, Special Programs and Accounts,Contingent Fund,and can be appropriated into the Planning Department's budget to fund the aforementioned positions; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9179, adopted October 3, 1980, the Annual Appropriations Ordinance for the fiscal year ending September 30, 1981, as amended, is hereby further amended in the following particulars:i/ "Section 1. The following appropriations are made for the municipal operations of the City of Miami, Florida, for the fiscal year 1980-81, - including the payment of principal and interest on all General Obligation Bonds: Departments, Boards and Offices Appropriation GENERAL FUND Planning Department $-531;96t $ 594,650 Special Programs and Accounts $-97878;788 $ 9,056,099 Aords and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amendment proposed. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. All figures are rounded to the next dollar. Section 2. the herein transfer of $22,689 from the General Fund, Special Programs and Accounts, Contingent Fund, to the General Fund, Planning Department, is for the purpose of funding two (2) new positions for FY 1981. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety and property of the City of Miami and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies and to generally carry on the functions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. The Planning Department is requesting an appropriation of $12,734 for one (1) Administrative Aide II position needed to transfer a Public Management Intern (CETA) employee with a termination date of December 26, 1980, into a Civil Service Classification.
