We are all cognizant that the policy of the City of Miami, Office of Community Development, recommends a 5% increment for each progressive fiscal year, without regard for the inflated operational and maintenance costs incurred by the existing economic conditions. This, by no means is equitable. Over the last 9 months, we have been faced with a wave of extra- ordinary problems. As a community of first asylum for the Cari- bean refugees, the City has received, as settlers approximately 25,000 Haitians and 30,000 Cubans, many of whom have found refuge in the Wynwood community due to language and cultural backgrounds. The Elderly population has sought sanction and security, cloistered by the ethnic make-up of the Wynwood area.
