Hiring Preeze

City Manager
I have asked all department heads to identify the vacancies in their departments.
Each of them was asked to categorize these Vacancies in terms of CRITICAL,
ESSENTIAL and IMPORTANT, for purposes of determining those positions that
should be waived from the hiring freeze.
The results of this survey are that 192 vacancies exist as of January 8, 1981,
Of these vacancies, 107 are considered CRITICAL, 57 are considered ESSENTIAL
and 28 are considered IMPORTANT.
At this time, I am recommending that the CRITICAL positions be excluded from
the freeze and that department heads begin immediately to fill these positions.
These positions and their budgetary impact by department are as follows:
