A RESOLUTION RELEASING ISLAND CLAWS PRObUcTIONS, JOINT
VENTURE, FROM OBLIGATIONS OF REMOVAL OF THE "ISLE OF
CLAWS" MOVIE SET AND FROM THE RESTORATION OF THE CITY'S
PROPERTY ON VIRGINIA KEY TO ITS ORIGINAL CONDITION
PRIOR TO ISLAND CLAWS PRODUCTIONS' USE; AND FURTHER
AUTHORI2INO THE CITY MANAGER TO tXECUTE A BILL OF SALE.
WITH ISLAND CLAWS PRODUCtIONS FOR ALL PERSONAL PROPERTY
INCLUDING ANY AND ALL BUILDINGS CONSTRUCTED FOR AND IN
CONSIDERATION OF THE SUM OF $100 TO BE PAIR BY THE CITY
OF MIAMI.
WHEREAS, the City of Miami is desirous of fostering the promotion of
tourism within the City of Miami, and the City recognizes the tremendous
economic benefit of filming commercial pictures within the City, and is
desirous of fostering the development of a commercial filming industry
in South Florida; and
WHEREAS, an agreement was made and entered into on June 13, 1980, by
and between the City of Miami and Island Claws Productions, a joint venture
of Island Claws Productions, Inc. and Cardenas Investment N.V., Inc., to
grant Island Claws Productions privilege of entry and use of a portion of
Virginia Key to film a motion picture entitled "Isle of Claws," for the
period commencing June 6, 1980, and terminating September 15, 1980; and
WHEREAS, the aforementioned agreement provided that Island Claws Pro-
ductions would promptly dismantle and remove all structures, props, and sets
which were utilized in the filming of the movie and to restore the property
to the condition prior to the use; and
WHEREAS, one of the prime set locations was a fishing village which was
created in the area of the sewage treatment plant at an approximate investment
of $250,000 by the producer, Cardenas Productions; and
WHEREAS, Island Claws Productions is willing to convey all personal
property, including all buildings constructed, comprising the subject movie
set for and in consideration of the sum of $1.00, provided the City release
Island Claws Productions from all obligations under the Use Agreement for
removal of all structures, props and sets constructed and the obligation
to restore the property to its condition prior to use; and

WHEREAS by retaining the subject fishing village set there will be
provided an incentive for attracting other motion picture and television
companies; and
WHEREAS, the Miami Chapter of the Florida Motion Picture and Television
Association and the Motion Picture and T,V, Office of the Florida Department
of Commerce have recommended retention of the set for future production use; and
WHEREAS, the City Manager recommends;
NOW, THER.EFORF, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1, The City of Miami hereby releases Island Claws Productions#
Joint Venture, from all obligations of that certain Use Agreement between said
parties, dated June 13, 1980, to wit to promptly dismantle and remove all struc-
tures, props, and sets which were constructed by Island Claws Productions on
Virginia Key and further shall release Island Claws Productions from its obliga-
tion to restore said property to the condition prior to its use by Island Claws
Productions
Section 2. The City Manager is authorized to execute a bill of sale with F
Island Claws Productions, Joint Venture, for all personal property, including
any and all buildings constructed comprising the "Isle of Claws" Movie Set,
for and in consideration of the sum of $1.00 to be paid by the City of Miami.

It is recommended that the City release
Island Claws Productions from obligation
of removing the "Isle of Claws" Movie Set
and restoring the Virginia Key Production
Site to its original condition, and authorize
the City Manager to execute a bill of sale
for the buildings constructed as the movie
set, for and in consideration of the sum
Of $1.00.
Island Claws Productions, Joint Venture, entered into Use Agreement
with the City of Miami on June 13, 1980, for use of a portion of
Virginia Key for their "Isle of Claws" movie production.
The Use Agreement terminated on September 15, 1980, requiring that the
movie set, including all buildings constructed, be removed and the
property returned to its original state. However, in that it would be
advantageous for the City to retain the set as an enticement for
similar production use, and Island Claws Productions has agreed to
sale of the set for the sum of $1.00, provided they are released from
obligations of removal and restoration under the Use Agreement, the
accompanying Resolution is tendered.
The Miami Chapter of the Florida Motion Picture and Television Association
as well as the Motion Picture and T.V. Office of the Florida Department of
Commerce have recommended retention of the movie sec, in keeping with the
City's expressed desire to foster development of a commercial filming
industry in South Florida.
The Department of Parks will be responsible for appropriate securement of
the set, the Department of Public Works for maintenance of lighting installa-
tions, and the Office of Information and Visitors for future permitting of
the set's use.
