This memo is intended to provide up-to-date information concerning
police recruitment, testing and employment.
HIRING
144 Police Officers have been hired during the current fiscal year.
These include officers who entered the Police Academy classes in
October, November, December and January, plus 13 certified officers
who were not required to attend the institute training. This total
puts us slightly ahead of the schedule prepared by the Police Depart-
ment in the form of a PERT chart in September.
TESTING
A group of 272 candidates (from a total group of 488 applicants)
took the written test in mid -December. 178 Candidates have passed
the test and are now in process by the Police Department. The suc-
cessful candidates include 23 City residents, who will receive first
priority in hiring under the Consent Decree; 141 Dade County residents,
who will receive the next priority under Commission policy and the
- - Consent Decree; and 14 other State residents who will be considered
under the policy of the City Commission to extend the recruitment area.
Since the mid -December testing, one small group of applicants has been
!tested and a major exam is scheduled for Bayfront Auditorium on
February 18.
AMENDMENT TO THE CONSENT DECREE
A hearing on the Consent Decree was held by the Fifth Circuit Court
of Appeals in New Orleans on January 12. During the hearing, the pre-
siding judge questioned both the attorney for the F.O.P. and the
attorney for the U.S. Justice Department concerning their position
on the City's motion to expand the recruitment area for Police Officers.
While there was no specific indication of the date of a ruling on the
amendment, it seems likely that the issue involving the recruitment
area will be resolved prior to the main appeal on the legitimacy of
the Consent Decree.

ADVERTISING
The advertising firm engaged by the City (Graphic Productions/Design,
Inc.) has been making steady progress on the advertising campaign. Ads
will appear in two Black newspapers on January 15. Similar ads will
appear in two Spanish language newspapers, probably before the end of
this week. Radio advertising is scheduled to begin Monday or Tuesday
of next week (January 19 or 20). Because of the technical work in pre-
paring materials for billboard advertising, our best information is
that billboards will be in use within the next few weeks. Brochures
in both English and Spanish are now in process.
PUBLIC SERVICE AIDES
On May 5, 1980, 166 applicants were tested for the position of Public
Service Aide. 92 Passed the exam and 20 were hired. Since October 1,
an additional 7 P.S.A.'s were hired. 25 more have now been referred
to the Police Department for processing. We have discussed the pos-
sibility of advertising with the contractor who is handling the police
advertising campaign. He has indicated a willingness to amend the con-
tract in order to use some of the funds previously allocated for police
recruitment. It will be our objective to amend the contract as soon as
the contractor has the police advertising campaign completely underway.
COMMUNITY SERVICE AIDES
We have been working with the Consortium, the Public School System and
Mr. Parkins from the City Manager's Office. We are working to arrange
the steps necessary for determining CETA eligibility of job applicants
and to expedite the testing process. The Police Department has assigned
two officers to contact the public schools. The Department of Human Re-
sources has assigned two key people to coordinate the processing of
applicants.
