HomeMy WebLinkAboutO-0923517 JRB/LCD/ AMENDMENT NO. 75 TO ORDINANCE NO.8719 1/13/81 ORDINANCE NO. 9235 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE No. 8719, ADOPTED OCTOBER 26, 1977, THE SUM14ARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY INCREASING THE APPROPRIATION FOR THE TRUST AND AGENCY FUND ENTITLED: " KIANZA FESTIVAL (4th YEAR)" BY AN ADDITIONAL REVENUE OF $15,000 FROM $65,000 TO $80,000, FOR THE OPERATION OF SAME; SAID REVENUE TO BE PROVIDED BY THE NATIONAL ENDOWMENT FOR THE ARTS• CON- TAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26,1977, establishing resources and appropriations from grant funds anticipated by the City of Miami,_ Florida, and for corresponding City matching funds: and WHEREAS, the National Endowment for the Arts has offered the City of Miami a grant award of $15,000 for a "Kwanza Festival"; and WHEREAS, the City Commission adopted Resolution No. 80-690 on September 25, 1980, authorizing the City Manager to accept grants for the "Kwanza Festival-4th Year": and WHEREAS, the City Commission adopted Ordinance No. 9198 on November 6, 1980, establishing a new Trust and Agency Fund entitled: "Kwanza Festival (4th Year)" and appropriating for said fund an amount of $65,000, consisting of $25,000 from Metropolitan Dade County, $25,000 from the City of Miami's Fiscal Year 1980-81 Matching Funds for Grants Account, and $15,000 anticipated other public and private contributions and gate receipts; and WHEREAS, the Leisure Services Department, Cultural Division , in conjunction with the Kwanza Festival Committee of South Florida, has planned a cultural program based on Afro-American heritage entitled "Kwanza Festival" conducted primarily December 26, 1980 through January 1, 1981; and WHEREAS, this year's activities have provided important cultural and educational events to the citizens of the City of Miami and Dade County; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October •• 26, 1977, as amended, is hereby further amended in the following particulars: 1_/ "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: Kwanza Festival (4th Year) RESOURCES: Metropolitan Dade County $25,000 - Tourist Bed Tax _ City Cash -Match $25,000 _ Special Programs and Accounts Matching Funds for Grants Other Public and Private a Contributions, Gate Receipts $15,000 t_ National Endowment for the Arts $15,000` APPROPRIATION: Kwanza Festival (4th Year)4667090 $80,000" }. Section 2. All ordinances or parts of ordinances insofar - — as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. r Section 3. Howard, lD�r�to DeP artment of Leisure Services c earl= January 9, 1981 FILE ;UB'E;:' Ordinance amending Section 1 of Ordinance No. 9198 REFERENCES* Kwanza Festival (4th Year) ENC:L000RFS Subject Legislation It is recommended that the City Commission amend Section 1 of Ordinance No. 9198, by increasing the appropriation for the Trust and Agency Fund entitled: "Kwanza Festival (4th Year)" by an additional revenue of $15,000, from $65,000 to $80,000, said revenue to be provided by a grant from the National Endowment for the Arts. The National Endowment for the Arts has provided the City of Miami with a grant in the amount of $15,000. for Kwanza Festival (4th Year). A letter confirming their commitment of this funds is expected shortly. Matching funds for this grant have already been provided. cc: George F.
