NANCE NO. 9179, ADOPTED OCTOBER 3, 1980s THE
ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1981, AS AMENDED; BY
INCREASING THE APPROPRIATION FOR INTERNAL SERVICE
FUNDS, PRINT SHOP, BY $114,083; BY INCREASING
ANTICIPATED REVENUES IN THE SAME AMOUNT; TO ALLOW
FOR THE CITY-WIDE ADMINISTRATION OF PRINTING AND
BINDING OUTSIDE COSTS BY THE DEPARTMENT OF
BUILDING AND VEHICLE MAINTENANCE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND
DISPENSING WITH THE REQUIREMENT OF READING SAME ON
TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9179 on October
3, 1980, establishing revenues and appropriations for the City of Miami,
Florida, for the fiscal year ending September 30, 1981; and
WHEREAS, Administrative Policy No. 2-80, effective October 1, 1980,
provides that all duplicating and printing requirements will be the responsi-
bility of the Department of Building and Vehicle Maintenance; and
WHEREAS, all necessary funds for city-wide printing and duplicating,
as outlined in Administrative Policy No. 2-80, shall be provided for in the
Print Shop Division budget with appropriate revenues placed within the
internal service categories in department's budgets; and
WHEREAS, it has been determined that $114,083, previously appropri-
ated into other line -items of departmental budgets shall be transferred to the
Print Shop line -item and appropriated into Internal Service Funds, Print Shop;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
IIIAMI , FLORIDA:
Section 1. Sections 2 and 5 of Ordinance No. 9179, adopted October
3, 1980, the Annual Appropriations Ordinance for the fiscal year ending
September 30, 1981, as amended, are hereby further amended in the following
particulars: 1/

"Section 2. The following activities, which are
carried on for the service and convenience of
other funds, shall be operated by the City Manager
within the limits of the appropriations provided
in the foregoing departments, boards, offices and
accounts of the City of Miami and other revenues
or receipts which may be received:

Section 5. The above appropriations are based on
the following sources of revenues for the 1980-81
fiscal year:

Section 2. The herein increase of $114,083 in the appropriation for
Internal Service Funds, Print Shop, and the corresponding increase in antici-
pated revenues, have been made to allow for the city-wide administration of
printing and binding outside costs by the Department of Building and Vehicle
Maintenance.
Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two sepa-
rate days is hereby dispensed with by a vote of not less than four -fifths of
the members of the Commission.

into Internal Service Funds, Print Shop, to allow

printing be the responsibility of the Department of Building and Vehicle
Maintenance, Therefore, $114,083, previously appropriated into other —

ENCLOSURES
Effective October'l, 1980 the City Manager made the Department
of Building and Vehicle Maintenance responsible for all dupli-
cating services. This determination was distributed through
the City Manager's Administrative Policy #APM 2-80. The purpose
of this Policy was to establish responsibility, control and
procedures for duplicating services for the City of Miami.
To ensure standardization and control all requests for dupli-
cating services shall be submitted to the Print Shop Division
of the Building and Vehicle Maintenance Department on Form 913
(Request for Duplicating Services). The Print Shop will com-
plete the request through in-house capabilities or through the
use of contractural vendors allowing the expertise of the Print
Shop personnel to determine the quality, paper stock and proper
specifications.
This provides for all contractural services to be funneled through
this Department eliminating the confusing practice of each Depart-
ment individually contracting for their outside printing needs.
This requires that each Department allocate or transfer their
existing outside contractural printing funds that appear in their
respective budgets into the intragovernmental services account.
It is also necessary that the outside contractural printing
account in the Print Shop Division's budget be increased by the
cumulative total of all Departments.
To date this procedure has proven to be extremely successful and
an asset in establishing control and standards for the City's
duplicating needs. Although it is too early to quote exact
figures, the City will benefit economically from this.
