ADOPTED NOVEMBER 6, 1980, THE CITY'S CAPITAL IMPROVEMENT
APPROPRIATIONS ORDINANCE FOR FISCAL YEAR 1980-81, BY
REVISING AND DECREASING THE APPROPRIATIONS FOR FIRE
STATION NO. 9 (ITEM III.B.1.), FOR FIRE APPARATUS ACQUI-
SITION, REPLACEMENTS AND MODIFICATIONS (ITEM III.B.S.)
AND FOR THE NEW CITY ADMINISTRATION BUILDING (ITEM III.
B.6. TRANSFERRED TO ITEM IX.B.(i)6.); BY APPROPRIATING
FROM THE 1976 FIRE FIGHTING, FIRE PREVENTION AND RESCUE
FACILITIES BOND FUND AN AMOUNT OF $475,000 FROM ANTICI-
'?ATED BOND SALES AND AN AMOUNT OF $75,000 FROM INTEREST
ACCRUED IN FISCAL YEAR 1981 TO INCREASE APPROPRIATIONS
FOR FIRE STATION NO. 7 (FORMERLY STATION NO. 14) (ITEM
III.B.3.), RESCUE SERVICE APPARATUS AND EQUIPMENT (ITEM
III.B.4.), NEW CITY ADMINISTRATION BUILDING (ITEM III.
B.6. TRANSFERRED TO ITEM IX.B.(i)6.), BREATHING APPARATUS
(ITEM III.B.7.), HOSE TOWERS, FIRE PREVENTION VEHICLES
AND OTHER FIRE EQUIPMENT (ITEM III.B.B.), FIRE BOAT (ITEM
III.B.10.), COMPUTER AIDED DISPATCH SYSTEM (ITEM III.B.11.)
AND FIRE TRAINING FACILITY AND CLOSED CIRCUIT TELEVISION
SYSTEM (ITEM III.B.12.). CONTAINING A REPEALER PROVISION
AND SEVERABILITY CLAUSE
WHEREAS, the City Commission adopted Ordinance No. 9199 on November
6, 1980, establishing resources and appropriations for the implementation of
capital improvements in the City of Miami, Florida for the Fiscal Year ending
September 30, 1981; and
WHEREAS, the appropriation for Fire Station No. 9 has been revised
and decreased in the amount of $108,100; and
WHEREAS, Fire Station No. 7 (formerly Station No. 14) is just com-
pletincr the construction process and additional funds in the amount of $45,000
will be required to cover unanticipated shortages; and
WHEREAS, additional funds in the amount of $25,000 will be required
for the acquisition of a new rescue vehicle and equipment in order to place
the Seventh Rescue into service in 1981; and
WHEREAS, the appropriation for Fire Apparatus Acquisition, Replace-
ments and Modifications has been revised and decreased in the amount of
$310,900; and
WHEREAS, the interdepartmental service charge for the New City
Administration Building has been revised from $37,100 to $3,900 and additional
funds in the amount of $25,000 will be required for the Fire Department offices
to cover an unanticipated shortage; and
WHEREAS, a new air compressor will be required to accommodate the
newly acquired breathing equipment, making it necessary to increase the
Breathing Apparatus appropriation by $50,000; and
WHEREAS, the Hose Towers, Fire Prevention Vehicles, Fire Pumps and
Other Fire Equipment project will require additional funds in the amount of
$50,000 for the purchase of a portable pump, handie-talkie radios and fire
prevention vehicles; and
WHEREAS, the Fire Boat (LARC) will require additional funds in the
amount of $120,000 to equip this amphibious craft with a lightweight fire-
fighting module before it can be placed into service as a Fire Boat; and
WHEREAS, the Computer Aided Dispatch System will require additional
funds in the amount of $10,000 to cover an unanticipated shortage; and
WHEREAS, the Fire Training Facility and Closed Circuit Television
System is currently in the last stages of architectural development and will
be ready to go out for bids in early 1981, requiring additional funds in the
amount of $677,200; and
WHEREAS, funds are available in the 1976 Fire Fighting, Fire Preven-
tion and Rescue Facilities Bond Fund in the amount of $475,000 from anticipated
bond sales and in the amount of $75,000 from interest accrued in Fiscal Year
1981;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9199, adopted November 6,
1980, is hereby amended in the following particulars: l/
"Section 1. The following appropriations hereby made by
fund and project title include previously authorized pro-
jects and fund appropriations for implementation of all
municipal capital improvements of the City of Miami,
Florida. The sources of revenue to support the herein
appropriations are hereby identified by fund and project:

Package on Amphibious Fireboat
As per Commissioner Plummer's request for cost of the Miami Fire
Department's Amphibious Fireboat, the following information is
provided. For comparative purposes, cost of a conventional type
fireboat is also included.
MIAMI FIRE DEPARTMENT'S AMPHIBIOUS FIREBOAT

NASA Headquarters is considering the "Miami Amphibious Fireboat
Concept" at Kennedy Space Flight Center for fire protection for
the space shuttle program.

onshore fires. The large diameter light hose
provides a portable surface main that can be

considered and approved by the City Commission

at their meeting on January 15, 1981 in order to
implement and expedite the Fire Department's

Master Plan and Capital Improvement Program.

This proposed amendment will increase appropriations for eight (8)
projects: Fire Station #7; Rescue Service Apparatus & Equipment;
City Administration Building; Breathing Equipment; Hose Towers, Fire
Prevention Vehicles and Other Fire Equipment; Fire Boat; Computer
Aided Dispatch; and Fire Training Facility and Closed Circuit Tele-
vision System. These increases are due to unanticipated shortages
and inflationary increases in cost. Funds in the amount of $550,000
are available in the 1976 Fire Fighting, Fire Prevention and Rescue
Facilities Bond Fund.
In addition, this amendment will revise and decrease appropriations
for three (3) projects: Fire Station #9, Fire Apparatus Acquisition,
Replacements and Modifwcations; and New City Administration Building
(due to a revision in the 3.92% interdepartmental service charge).
It is requested that this matter be placed on the January 15, 1981 City
Commission Agenda, particularly in view of the fact that the Fire Train-
ing Facility will be ready to go out for bid in early 1981.
