A RESOLUTION IN CONNECTION WITH THE COCONUT GROVE
ARTS FESTIVAL, ON FEBRUARY 13, 14 AND 15, 1981,
CLOSING CERTAIN STREETS TO THROUGH TRAFFIC ON SAID
DATES DURING SPECIFIED HOURS AND ESTABLISHING A
PEDESTRIAN MALL; SAID STREET CLOSING SUBJECT TO

INC. OF ALL RELATED COSTS; ALLOCATING MONIES FROM
SPECIAL PROGRAMS AND ACCOUNTS - QUALITY OF LIFE
PROGRAM - FEE WAIVER - TO COVER THE COST OF SAID
WAIVER; PROVIDING THE SERVICES OF 3 REGULAR POLICE
OFFICERS, WITH THE ASSOCIATION TO PAY FOR 16 OFF -
DUTY POLICE OFFICERS AND 2 SERGEANTS AND 1 LIEU-
TENANT; PROVIDING THAT THE COCONUT GROVE EXHIBITION
CENTER PARKING LOT AND THE CITY EMPLOYEE PARKING
LOT BE MADE AVAILABLE ON SATURDAY AND SUNDAY; PRO-
VIDING THE USE OF 23 DUMPSTERS, AND 50 TOTE BARRELS
TO BE SERVICED DAILY, INCLUDING SUNDAY, SUBJECT TO
PAYMENT OF CLEANUP COSTS BY COCONUT GROVE ASSOCIA-
TION, INC.; ALLOCATING $1,000 FROM SPECIAL PROGRAMS
AND ACCOUNTS - QUALITY OF LIFE PROGRAM - FOR THE
PURCHASE OF TWO AWARD WINNING WORKS OF ART
INCLUDING ONE BY A FLORIDA ARTIST; AND ESTABLISHING
THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE
FESTIVAL PERIOD.
WHEREAS, the Coconut Grove Association, Inc. has requested
assistance in connection with the 18th Annual Coconut Grove Arts
Festival 1981;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. In order to establish a temporary pedestrian
mall, the following streets are hereby closed to through traffic on
February 13, 14 and 15, 1981, during the following hours; such closing
of streets being subject to the issuance of permits by the Police and
Fire Departments:
(a) MAIN HIGHWAY FROM FRANKLIN AVENUE TO
INTERSECTION OF McFARLANE ROAD
Friday February 13, 1981 7 AM to 7 PM
Saturday February 14, 1981 7 AM to 7 PM
Sunday February 15, 1981 7 AM to 7 PM
(b) McFARLANE TO INTERSECTION OF
SOUTH BAYSHORE DRIVE AND MARY STREET
Friday February 13, 1981
Saturday February 14, 1981
Sunday February 15, 1981

Section 2. The waiver of one-half of the regular rental
fee per day for the use of the administrative building located in
Peacock Park as temporary headquarters, together with the use of the
said park for cultural affairs only during the aforesaid 3-day period
is hereby granted to Coconut Grove Association, Inc., the sponsors of
the Annual Coconut Grove Art Festival, with funds hereby allocated
from Special Programs and Accounts - Quality of Life Program - Fee
Waiver, to cover the cost of said waiver.
Section 3. Said fee waiver set forth in Section 2 hereof
is granted subject to Coconut Grove Association, Inc., paying for
event personnel, insurance, and all other direct costs borne by the
Ci ty.
Section 4. The services of 3 regular Police Officers will
be provided at strategic locations, and the Association shall pay
for the services of 16 Off -Duty Police Officers and 2 Sergeants and
1 Lieutenant with time and length of duty to be set at the discretion
of their police supervisors at the request of the Coconut Grove
Association, Inc.
Section 5. The use of the Coconut Grove Exhibition Center's
parking lot will be made available during this event, together with
City employee parking lots on Saturday and Sunday.
Section 6. The use of 23 dumpsters and 50 tote barrels will
be made available, located throughout the festival grounds, to be
serviced daily by the City, including Sunday, subject to payment of
cleanup costs by the Coconut Grove Association, Inc.
Section 7. The sum of $1,000 is hereby allocated from
Special Programs and Accounts - Quality of Life Program - for the pur-
chase of two award winning works of art, one by a Florida artist.
Section 8. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational licenses
issued under the provisions of Chapter 31 of the City Code, as amended,

will not be valid in the following designated area between the hours
of 7:00 A.M. and 7:00 P.M. on February 13, 14 and 15, 1981:
McDonald Avenue from Oak Avenue to Grand Avenue;
Grand Avenue from McDonald Avenue to Mary Street;
Main Highway from Grand Avenue to Franklin Avenue;
Commodore Plaza from Grand Avenue to Main Highway;
Fuller Street from Grand Avenue to Main Highway;
South Bayshore Drive from McFarlane Road to Mary Street;
Mary Street from South Bayshore Drive to Oak Avenue;
McFarlane Road from Grand Avenue to the Bay; and
Oak Avenue from McDonald Avenue to Mary Street.

18th Annual Coconut Grove
n Arts Festival

It is recommended that a resolution be passed
closing certain streets and providing services
for the Coconut Grove Arts Festival on February 13,
14, and 15, 1981.
The 18th Annual'Coconut Grove Arts Festival, sponsored by the Coconut
Grove Association with the City of Miami as co-sponsor, is scheduled to
be held on February 13, 14 and 15, 1981. This event is one of the most
successful events held in the City of Miami and results in minimal cost to
the City as its co-sponsor.
The services requested remain the same as in past years which consist of:
1. Closing of streets.
2. The use of Peacock Park at 50", reduction.
3. Solid waste services at the cost of the Coconut
Grove Association.
4. The provision of three regular police officers by
the City with the Coconut Grove Association paying
for sixteen off -duty police officers, two sergeants
and one lieutenant.
5. Purchase by the City of two works of art in the
amount of $500 each.
