McManus Acting Director Planning Department to rY INTER -OFFICE', MEMORANUUM February 20, 1981 Workshop Discussion - Drive -In Tellers It was requested by a member of the City Commission that con- sideration be given to amend the Comprehensive Zoning Ordinance to require that all drive-in teller facilities receive approval of the Commission upon recommendation of the Zoning Board. Background nri.or to April of 1971, drive-in tellers were unregulated as a separate entity, and were permitted wherever hanks Iand financial Offices were permitted. It was determined that due to numerous conflicts that had arisen with the subject use, that a more serious evaluation of the use was necessary to eliminate the conflicts that had been developing. By Ordinance numbers 79S2 and 79S3, adopted in April of 1971, drive-in tellers were made Conditional Uses requiring public hearing approval by the Zoning Board, which then required staff review by the Planning Department and by Dade County Department of Traffic and Transportation with a subsequent recommendation to the Zoning Board, unless appealed to the Commission, the Zoning Board makes the final decision. Current Procedures Staff review of drive-in teller requests involves application of acceptable traffic engineering standards, relating to the subject use and includes location, siting, landscaping and compatibility with the surrounding area. The standards being used are derived from such sources as the Institute of Traffic Engineers which take into account average service times, queueing and storage requirements. Conclusion The evaluation of drive-in teller facilities is deemed to be a technical review relating to acceptable standards and an evaluation of land use impacts. The Department does not believe it is necessary, in light of the above, to burden the City Commission with such a review or evaluation so as to further extend the approval process for the general public and to single out drive-in tellers for a special procedure._ 81 - 144
