Police Recruitment
This is a report on the status of police recruitment during the current
fiscal year.
In the period since October 1, 1980, the City has already had the most
successful recruitment campaign in its history. A total of 175 Police
Officers have been hired in the first five recruit classes. The highest
number of recruits employed during any full year was last year — cal-
endar 1980 — when 183 Police Officers were hired; this includes, however.,
114 recruits hired in the first three classes of the present recruitment
campaign. The highest total for any prior year was 1972, when 158
officers were hired. Although records are no longer available, senior
members of the department remember 1956 as the year in which approximate-
ly 160 officers were hired.
The city Commission may well take satisfaction in the support and re-
source6 that they have given to this program. While the recruiting
campaign will continue through May, there is every evidence that all
goals will be achieved.
HIRING
At the beginning of the recruiting campaign, the Police Department com-
puted an estimate of the number of recruits that would be needed. This
included officers to fill existing vacancies, plus 100 new positions
authorized in the current budget, plus vacancies caused by attrition,
which was estimated at 9 per month. The Police Department concluded
that approximately 270 to 280 officers would be needed. A mid -point of
275 was established as the target. The department planned 8 recruit
classes beginning in October 1980 and continuing on a monthly basis to
May 1981. The department also established monthly targets for recruit-
ment. The following table shows the monthly targets, the number of
officers hired each month, and cumulative totals through the last re-
cruit class which began February 11, 1981:

I The table shows that actual hiring rates are meeting the goals. The
total to date of 175 officers exceeds by one the goal established for
the first five recruit classes.
The City and Dade County have been recruiting simultaneously for Police
Officers. During approximately the same period of time, the City has
hired 175 Police Officers, compared to 116 for Dade County. The City
has also been more successful in hiring minorities and women, as shown
by the following table:

We have been hiring new Police Officers at an average rate of 35 per month.
If this rate continues for the next three classes, the City will hire a
total of 280 Police Officers. The Police Department has reviewed its at-
trition rate and has concluded that it may be necessary to increase the
target to 282 new hires. This appears achievable, on the basis of current
experience. We will plan to check the attrition figures closely and ad-
just the hiring as necessary.

TESTING
The Department of Human Resources has been testing applicants on a
regular basis since July 1980. A number of the exams have been given
to large groups at Bayfront Auditorium. In November of last year, we
also began using more frequent tests administered to small groups in
the Exam Room at the Department of Human Resources. The following table
shows data on the testing program:

The February test papers have been forwarded to the University of Chicago
for scoring, in accord with standard procedures. Since those papers have
not yet been returned, the totals for the number of candidates who passed
and failed are not complete. Based on experience to date, we estimate
that we will be able to add 181 more names to the eligible registers,
making a total of 824 candidates passing the written test.
The next exam session scheduled for Bayfront Auditorium will be held
March 11. Additional test sessions will be administered in the Exam Room
of the Department of Human Resources.
PROFESSIONAL ADVERTISING
Graphic Productions/Design, Inc. (GPD) was selected to conduct a profes-
sional advertising campaign for Police Officers. GPD has entered into an
agreement with Maria Elena Torano Associates to provide a Spanish language
component for the advertising effort.
Weekly newspaper advertising began on January 15, 1981. Ads have appeared
on a weekly basis since that date in the Miami Times, the Miami Courier,
Diario Las Americas, and El Miami Herald.
Radio advertising began January 19, 1981 and has continued on a daily basis
Four stations are using a combination of 30-second and 60-second spot
announcements, an average of four times per day on each station. The radi,.
ads are being braodcast by WQBA and WCMQ, which have a predominantly Latin
listening audience, and WMBM and WEDR, which have a predominantly Black
audience.

0raphic Productions/Design, Inc. has completed the copy and layout for
full -color recruiting brochures. Twenty thousand copies will be printed,
10,000 in English and 10,000 in Spanish. Expected completion date is
March 4.
Copy and layout for billboard advertising has also been completed. Ten
full -color billboards will be used, five in predominantly Latin neigh-
borhoods and five in predominantly Black areas. The billboard firm
anticipates that the posters will be ready for placement during the first
week in March.
PUBLIC SERVICE ANNOUNCEMENTS
The Department of Human Resources has requested public service advertis-
ing from 38 radio and TV stations in Dade and Broward Counties. Letters
were mailed to the stations on February 2 and 3. A sample copy of the
letter is attached, along with a mailing list of the radio and TV stations
At this point, we have received replies in writing or by telephone from
11 radio stations and two TV stations. We have already sent copies of
30-second and 60-second spot announcements. In addition, we have begun
to follow-up with those stations that have not yet responded. Some
stations have also offered to make time available for interviews and
other special features involving Police Officers. Both departments are
cooperating to assure that personnel are made available for interviews
and talk shows. Attached is a summary of responses we have received.
PUBLIC SERVICE AIDES
Since October 1980 we have been recruiting and testing Public Service
Aides on the same schedule as Police Officers. Through the end of Jan-
uary, we had a total of 168 applicants for PSA's; 66 passed the written
exam, .55 failed and 107 did not appear. Thus far in February, we have
received 166 additional applicants for PSA's. Based on prior experience,
we would expect to acid an additional 66 candidates to the eligible register
Since testing began in October, 20 PSA's have been hired and 15 more are
being processed through the background investigation. Thirty-one
applicants were disqualified for a variety of reasons. Processing sched-
ules indicate that we will probably reach 50 new appointments by mid -May.
COMMUNITY SERVICE AIDES
The new classification of Community Service Aide was established under
the CETA Program, in order to permit younger applicants and candidates
from disadvantaged backgrounds to enter a career in law enforcement.
We established similar selection procedures, in order to help assure a
career path for these employees. We are using the same written test,
with a slightly lower passing point for the academic portions; we plan
to use CETA training to improve the employees' skills during their
participation in the CETA Program.

We are unable to initiate direct recruitment for these jobs, since all
candidates must be referred through the intake centers of the South
Florida Employment and Training Consortium. To date, we have received
28 referrals. Nine of the candidates either failed or did not appear
for the written exam. Nineteen successful applicants have been re-
ferred to the Police Department, which is conducting background investi-
gations.
Mr. Robert Parkins is developing plans for a Career Day Program that may
be used in the five inner-city high schools to help increase the number
of applicants. This is being coordinated with the CETA Consortium.
AMENDMENT TO THE CONSENT DECREE
The City still has a request pending in the Fifth Circuit Court of
Appeals to remand the Consent Decree to the Federal District Court in
Miami. The purpose of this request is to amend the Consent Decree to
permit recruitment beyond the City limits. Pending action by the Federal
Courts, and on advice of the Law Department, we have been recruiting on
a State-wide basis. In order to fulfill the requirements of the Consent
Decree and the policy of the City Commission, we have established a
series of priorities, giving first priority to Miami residents, second
priority to Dade County residents and third priority to Florida residents.
The expanded recruitment area has helped to increase the number of
applicants for positions of Police Officer.
