'A RESOLUTION ALLOCATING THE AMOUNT OF $105500
E R O M TILE CONT RRIENCY FUND
TO THE COCONUT GROVE ASSOCIATION, INC,
FOR THE PURPOSE: 01, PROVIDING SUPPORT TO THE 18TH
ANNUAL COCONUT GROVE ARTS FESTIVAL HELD FF.BRU-
ARY 14 - 1.5, 1981 ANT) CO -SPONSORED BY THE CITY
OF MIAMI.
WHEREAS, the Coconut Grove Association, Incas the sponsor
of the Coconut Grove Arts Festival, is a nonprofit organiza-
tioit', and
WHEREAS, the City of Miami has served as co-sponsor of
the Coconut Grove Arts Festival for 18 years; and
WHEREAS, as co-sponsor of the Coconut Grove Arts Festival,
the City of Miami is requested to contribute a minimal amount
of cash assistance in support of the festival which took place
on February 14 - 15, 1981;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The amount of $10,500 is hereby allocated
f r o m the Contingency Fund to
the Coconut Grove Association, Inc. for the purpose of pro-
viding support to the 18th Annual Coconut Grove Arts Festival
held on February 14 - 15, 1981 and co -sponsored by the City
of Miami.

Contingent Fund.
The Coconut Grove Association, Inc. sponsors one of the oldest festi-
vals in the City of Miami, the Coconut Grove Arts Festival. Because
of the various idiosyncrasies of Coconut Grove, i.e., zoning and
quaint, village -type atmosphere, it tends to attract merchants and
peddlers in great numbers. The licensing of all peddlers in the area
becomes extremely important in order to enforce City code and control
activity in the Grove. The additional element of a festival attracts
even a greater number of peddlers commonly called squatters.
In previous years one occupational license was issued to the Coconut
Grove Association, Inc. which covered all of their official vendors
during the festival. However, this year the Law Department advised
this office that occupational licenses would have to be obtained by
each exhibitor of the Coconut Grove Arts Festival in order to enforce
size restrictions on peddlers outside of the official boundaries of
the Coconut Grove Arts Festival. It was, therefore, necessary for
the Coconut Grove Arts Festival to present the City with a check for
$10,500 covering their 350 artists.
The Coconut Grove Association, Inc. does not request financial City
support and paid for City services in the amount of $14,636 for the
1981 Festival. The additional $10,500 places the Association in
severe financial difficulties. It is, therefore, recommended that
the $10,500 be reimbursed to the organization for said license fees.

annual Art Festival, we feel it is entirely
appropriate that the City contribute $10,500
to reimburse the Festival for the cost of the
occupational licenses for 350 artists -
particularly since the Festival committee bears
the expense of off -duty policemen and trash
pickup.
This years show was a great success
in bringing people back to the Grove, and we
are optimistic that the result will be a renewed
vitality for the area, during this coming year.
