FOR CONSTRUCTION OF THE PROPOSED DOWNTOWN
GOVERNMENT CENTER PARKING PROJECT; AUTHORI7.-

WHEREAS, the City proposed to construct a multi -story
Public parking facility in the Downtown Government Center; and
WHEREAS, under Resolution No. 80-859, dated November 26,
1980, the City Commission approved the Agreement between the
City and Wilbur Smith & Associates and authorized the City
Manager to execute the Agreement for an amount not to exceed
$296,000, with the stipulation that the City proceed with the
design of the project through the Design Development Phase,
using an amount not to exceed $110,000 from the Parking Capital
Projects Fund; and
WHEREAS, the City Commission has allocated an additional
$110,000 from the Parking Capital Projects Fund to continue
the design through the Bidding Phase;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Design Concept presented by Wilbur Smith
& Associates, Inc., for construction of the proposed Downtown
Government Center Parking Project is hereby approved and the
City Manager is hereby directed to proceed with the design
through the Bidding Phase for said project.
Section 2. The City Manager is hereby authorized to
expend an additional $110,000 to pay for the design through
the Bidding Phase contract with said firm and for related
services contracts on this project, using the Parking Capital
Projects Fund to cover the cost of said contracts.
Section 3. The City Manager is hereby authorized to

You should be advised that the passage of Ordinance #9247,
an appropriations ordinance amending the current Capital Improve-
merts Ordinance (#9199) by way of a loan to Capital Improvements
Funds was directly conditioned upon receipt of a legal opinion
by this office that the use of the proceeds of the Interama
land sale as such source of funding was legal and proper.
Further, the passage of Resolution #81-114 authorizing the use
of the appropriated Capital Improvements Funds for a parking
study for the Downtown Government Center would also be in-
directly conditioned upor, receipt of such ruling from this
office.
The sale proceeds of 8 million dollars arose from the March 13,
1980, Agreement between the City and the Board of Trustees of
the State of Florida with the City agreeing to use the $8,000.000
for purposes as defined in Section 125.0104(5)(a) of the Florida
Statutes.
Since the amount needed for the Ordinance appropriation was
available from earned interest on the proceeds and the Finance
Department q:dvises that this (earned interest) money would be

Design Concept for Downtown
Government Center Parking Project
Authorizing City Manager to
Proceed with Financing.
It is recommended that the proposed resolution
be adopted by City Commission in its meeting of
February 26, 1981, approving the Design Concept
presented by Wilbur Smith & Associates, Inc., for
construction of proposed Downtown Government Center
parking project; authorizing the City Manager to
expend $110,000 to pav for the design and related
services contracts through the Bidding Phase, using
monies from the Parking Capital Projects Fund to
cover the cost of said work and authorizing the City
Manager to proceed with the financing of the project.
At the Commission meeting of November 26, 1980, the Commission
by Resolution No. 80-859 approved the Agreement with Wilbur
Smith & Associates, Inc. for design and construction of proposed
Downtown Government Center parking project in the amount not to
exceed $296,000, using $100,000 of the Parking Capital Projects
Fund to cover cost of the services through the Design Development
Phase of the work.
On the assumption that the Commission will approve the concept in
principal, it is recommended that we proceed to continue the
design through the Bidding Phase so that when the financing of the
project is in place the City will be in a position to begin
construction immediately thereafter.
The proposed resolution approves the Design Concept Phase and
directs the City Manager to proceed with the design through the
Bidding Phase; authorizes the City Manager to expend $110,000
for a total of $210,000 to pay for the design through the Bidding
Phase and for related services contracts for this project, using
the Parking Capital Projects Fund,and authorizes the City Manager
to proceed immediately with the financing of this project.
