AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE N0.9199,
THE CITY'S CAPITAL IMPROVEMENT APPROPRIATIONS
ORDINANCE FOR FISCAL YEAR 1980-81., AS AMENDED; BY
AMENDING SUBSECTION IX, CAPITAL IMPROVEMENT FUND, TO
ESTABLISH FUNDING IN THE AMOUNT OF $150,000 AS A LOAN
TO THE WATSON ISLAND DEVELOPMENT (ITEM IX.B.(i)10)
FROM PROCEEDS OF THE INTERAMA LAND SALE; FOR PRE -
DEVELOPMENT COSTS FOR PROPOSED WATSON ISLAND MARINAS;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9199 on
November 6, 1980, establishing resources and appropriations for the
implementation of capital improvements in the City of Miami, Florida,
for the Fiscal Year ending September 30, 1981; and
WHEREAS, the City Commission desires to finance by revenue
bonds, construct, and operate a marina and marine related facilities at
Watson Island; and
WHEREAS, the cost of preliminary design and feasibility studies,
regulating agency approvals, surveys, and documentation necessary to enable
the sale of revenue bonds will be $150,000; and
WHEREAS, $150,000 is available for the aforementioned purpose as
a loan from proceeds of the Interama land sale; and
WHEREAS, funds in the amount of $150,000 will be available from
the anticipated Watson Island Marina boryds upon sale of the bonds for the
repayment of funds to the proceeds of the Interama Land Sale Fund;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9199, adopted November 6,
1980, the City's Capital Improvement Appropriations Ordinance for Fiscal
Year 1980-81, as amended, is hereby further amended in the following

"Section 1. The following appropriations hereby made by
fund and project title include previously authorized
- projects and fund appropriations for implementation of
all municipal capital improvements of the City of Miami,
Florida. The sources of revenue to support the herein
appropriations are hereby identified by fund and project:

words and/or figures constitute the amendment proposed. The remaining
provisions are now in effect and remain unchanged. Asterisks indicate
omitted and unchanged material. All figures are rounded to the next
hundred dollars.

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.

It is recommended that $150,000 be
appropriated from Capital Improvement
Funds for pre -development costs for
Watson Island Marinas, loaned from
proceeds of the Interama land sale
against anticipated Watson Island
marina bonds.
On September 25, 1980, the City Commission instructed the City Manager
to proceed with the maximum potential development of marinas at Watson
Island.
Conceptual design studies, initial regulatory agency approvals, feasi-
bility studies,and the preparation of all materials necessary to
proceed with financing by municipal revenue bonds is estimated not to
exceed $150,000.
Therefore, it is requested that an appropriation of $150,000 be made
_ from proceeds of the Interama Land Sale by amending Capital Improvement
Ordinance No. 9199 to provide funding.
