A RESOLUTION OF THE MIAMI CITY COMMISSION MODIFYING THE
REQUIREMENTS AND GUIDELINES OF RESOLUTION NO. R-23-0052 WHICH
AUTHORIZED AND DIRECTED THE CITY MANAGER TO AUTHORIZE THE
SALE OF PROPERTIES BEING DEVELOPED INTO AFFORDABLE HOUSING
TO QUALIFIED APPLICANTS BY PROCESSING APPLICATIONS ON A FIRST
COME, FIRST READY, FIRST SERVE BASIS AND IN COMPLIANCE WITH
THE REQUIREMENTS OF 24 CFR PART 92 ALSO KNOWN AS THE HOME
INVESTMENT PARTNERSHIPS PROGRAM ("HOME"), AND THE
REQUIREMENTS OF THE NEIGHBORHOOD STABILIZATION PROGRAM
("NSP") WHICH IS SUBJECT TO THE COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") PROGRAM RESTRICTIONS AND/OR OTHER CDBG
ACTIVITIES; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, on January 26, 2023, the City Commission adopted Resolution No. 23-
0052, which authorized and directed the City Manager to authorize the sale of properties
being developed into affordable housing, as more particularly described in Exhibit "A",
attached and incorporated ("Homebuyer Program"); and
WHEREAS, eligible applicants of the Homebuyer Program must be in compliance with
24 CFR Part 92, also known as the Home Investment Partnerships Program ("HOME
Program") in order to purchase one of the affordable properties ("Qualified Applicant"); and
WHEREAS, pursuant to Resolution No. R-23-0052, Qualified Applicants shall be
selected by a lottery/random draw, which shall feature a City of Miami ("City") resident
preference; and
WHEREAS, it is the desire of the City Commission to modify the Homebuyer Program's
requirements and guidelines as described herein; and
WHEREAS, the Homebuyer's Program's applications will be processed on a first
come, first ready, first serve basis, to Qualified Applicants, which shall feature a City resident
preference; and
WHEREAS, Qualified Applicants must be in compliance with the Neighborhood
Stabilization Program ("NSP"), which is regulated by 24 CFR part 570, also known as the
Community Development Block Grant ("CDBG") program; and
WHEREAS, except as described herein, no other portion of the Homebuyer
Program shall be impacted by this Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY

MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The modification of the Homebuyer Program's requirements and
guidelines by processing applications on a first come, first ready, first serve basis, with a City
resident preference, is authorized.1
Section 3. The modification of the Homebuyer Program's requirements and guidelines
to Qualified Applicants in compliance with the NSP Program, is authorized.'
Section 4. This Resolution shall take effect immediately upon its adoption.
