APPROVING THE MIAMI FOR EVERYONE ("MFE") PROGRAM, APPROPRIATING

FUNDING REQUEST FORM, TEMPLATE AGREEMENT, AND EXHIBITS, IN
SUBSTANTIALLY THE FORMS ATTACHED AS COMPOSITE EXHIBIT "A";
CREATING THE MIAMI FOR EVERYONE SPECIAL REVENUE FUND; AUTHORIZING
THE CITY MANAGER TO UPDATE, FROM TIME TO TIME, SAID FORMS,
PROCESSES, AND AGREEMENT(S), TO ENSURE THE PROPER UTILIZATION OF
PUBLIC FUNDS, WITHOUT THE NEED FOR FURTHER CITY COMMISSION
APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE MIAMI FOR EVERYONE ("MFE") PROGRAM, APPROPRIATING
FUNDS IN AN AMOUNT NOT TO EXCEED FORTY-SIX MILLION AND 00/100
DOLLARS ($46,000,000.00), AND APPROVING MFE PROGRAM GUIDELINES,
FUNDING REQUEST FORM, TEMPLATE AGREEMENT, AND EXHIBITS, IN
SUBSTANTIALLY THE FORMS ATTACHED AS COMPOSITE EXHIBIT "A",
CREATING THE MIAMI FOR EVERYONE SPECIAL REVENUE FUND; AUTHORIZING
THE CITY MANAGER TO UPDATE, FROM TIME TO TIME, SAID FORMS,
PROCESSES, AND AGREEMENT(S), TO ENSURE THE PROPER UTILIZATION OF
PUBLIC FUNDS, WITHOUT THE NEED FOR FURTHER CITY COMMISSION
APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City Commission wishes to establish the Miami For Everyone ("MFE
Program"); and
WHEREAS, the MFE Program is intended to assist communities facing the long-term
complications resulting from declared emergencies and to address the specific needs of the
most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
of Miami ("City") Districts; and
WHEREAS, on April 13, 2023, the City Commission adopted Resolution No. R-23-0174
making Forty -Six Million and 00/100 Dollars ($46,000,000.00) available to be appropriated for a
valid public purpose; and
WHEREAS, this Resolution will authorize the City Manager to appropriate an amount not
to exceed Forty -Six Million and 00/100 Dollars ($46,000,000.00) to jump start the MFE Program,
subject to all applicable Federal, State of Florida ("State"), local, and City laws, rules, and
regulations; and
WHEREAS, future funding for the MFE Program shall be allocated and appropriated by
the City Commission by separate Resolution with legally available funding sources, subject to all
applicable Federal, State, local, and City laws, rules, and regulations; and
WHEREAS, the City's Administration proposes the implementation of standardized MFE
Program Guidelines and a Funding Request Form, along with the use of an MFE Program
template agreement and insurance parameters, in substantially the forms attached as
Composite Exhibit "A;" and
WHEREAS, all MFE Program funding recipients are required to execute an agreement
with the City that addresses the scope of services, performance measures, invoicing, conflicts of
interest, and other material terms that may be applicable for the use of any funds; and
WHEREAS, the City desires to ensure MFE Program funds are utilized in accordance
with its allocated purpose, in a transparent manner that provides accountability; and
WHEREAS, the City Manager is requesting authority from the City Commission to
expedite the implementation of the above described practices and processes; to update, from
time to time, said forms, processes, and agreements to ensure the proper utilization of public
funds, without the need for further City Commission approval; and to execute any and all
documents necessary, all in a form acceptable to the City Attorney, for said purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to appropriate an amount not to exceed
Forty -Six Million and 00/100 Dollars ($46,000,000.00) to the Miami For Everyone Program as an
initial funding source for the MFE Program.
Section 3. The following new Special Revenue Project is established, and resources are
appropriated as described below:
FUND TITLE: Miami For Everyone Program Fund
RESOURCES: General Fund $46,000,000.00
APPROPRIATIONS:
$46,000,000.00
Section 4. The MFE Program process, including the Standardized Miami For Everyone
Program Guidelines and Funding Request Form and the utilization of a streamlined MFE
Program template agreement and insurance parameters, in substantially the forms attached and
incorporated as Composite Exhibit "A," are adopted.
Section 5. The City Manager is further authorized' to update, from time to time, said
forms, processes, and agreement(s) to ensure the proper utilization of public funds, without the
need for further City Commission action.
Section 6. The City Manager is further authorized' to execute any and all necessary
documents, all in a form acceptable to the City Attorney, for said purpose.
Section 7. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
