The proposed change of toning from C-1 (Local Commercial) would conflict with the City's comprehensive Neighborhood Plan which specifies that this stretch of properties along Biscayne Boulevard either be developed/redeveloped with moderate -density residential uses or with mixed commercial -residential uses. "SUPPORTIVE D0CU i\i L ITS FOLLOW" C-4 zoning would permit uses, such as automobile repair or light manufacturing, which are not compatable with a residential neighborhood (this is further supported by the fact that C-4 zoning does not allow residential development). Excessive traffic —would be generated by the general commercial uses through the existing residential neighborhoods. This is particularly true since the subject site does not have direct access onto Biscayne Boulevard. Such a rezoning would discourage the type of re- development which recent City and Community studies of the area have proposed for the Boulevard. Reasonable use can be made of the property under the present zoning.
