IN D014NTOWN MIAMI, FINDING THAT A PUBLIC
PURPOSE WOULD BE SERVED BY USING WAT$ON
ISLAND AS A TEMPORARY PUBLIC PARKtNd 1+ACILITY
AND DIRECTING T14E CITY MANAGER To/ ASSIGN
STAFF TO WORK WITH THE PUBLIC AND/PRIVATE
SECTOR TO EFFECT A WATSON ISLAND/PARKING
FACILITY SERVICED BY A SHUTTLE BUS ROUTE.
WHEREAS, a parking shortage existlA in Downtown Miami
that is resulting in a loss of business, office relocations
outside of the City, and employee rAcruitment problems; and
WHEREAS, the parking shortagq' will. become more critical
as hundreds of parking spaces arA removed as a result of
Impending development at Dupont/ Plaza and other areas of
Downtown; and
WHEREAS, the parking slortage left unabated is injurious
to the public health, safe�Vy, morals, and welfare of the
residents of the City; anA
WHEREAS, City owne4/land l',pn Watson Island may be used
to serve a public purp/se;
NOW, THEREFORE,/BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, tLORIDA:
Section 1, y parking emergency\is hereby declared in
Downtown Miami.
Section 2.1 A public purpose is her by found to be
served by usipg Watson Island as a tempos y public parking
facility.

Recommendation .?t
It is recommended that the City Commission declare a parking
emergency in downtown Miami and direct the City Manager to
assign staff to work with the Off -Street Parking Authority,
DDA, and the Metro Transit Agency to effect a temporary (2 year)
parking lot on Watson Island and a shuttle bus service con-
necting the island with downtown Miami.
Background
On several occasions t1ayor Ferre has indicated to the Downtown
Miami Business Association and the Downtown Development
Authority that the City may be able to make Watson Island
available to downtown interests for a temporary parkinq lot to
alleviate the severe parking shortage downtown brought about
by recent growth in CBD employment and the elimination of
thousands of parking spaces due to construction of major new
developments.
The DDA requested an opinion of the City Attorney regarding any
legal impediments to using Watson Island for parkins. The
opinion is attached.
The deed conveying to the City contains a restriction limiting
the island's use to a "public purpose." As per the City Attorney
opinion, parking in and of itself is not a public purpose.
However, parkinq created as a result of a City declared emergency
would be a public purpose. Hence the enclosed Resolution has
been submitted for City Commission consideration.

Also enclosed is a resolution of the Board of the ODA reflecting
the request in this Memo,
ODA is currently working with MTA and has received verbal
clearance from the Off=Street Parkina Authority that they
would operate the parking lot and after covering their costs
would return remaining revenues to the City to apply towards
covering the City's cost in parking lot preparation and
subsidizing the bus shuttle service,

This is to confirm our oral communications with Peter
Andolina of your office on Tuesday, January 6, 1981,
concerning parking at Watson Island.
As we informed you, the deed restrictions from the State
of Florida to the City of Miami concerning Watson Island
restricts the use of that parcel of land to those projects
that are deemed to be municipal and public purposes. While
a parking facility is per se not deemed to -be a public
purpose, it is our recommendation that the City Commission
make a finding of a public and municipal purpose. Specifi-
cally, it is suggested that the City Commission make the
determination that an acute parking problem exists in the
downtown area and that a public purpose would be served
by using the Watson island location as a temporary parking
facility.
If we can be of further assistance, please do not hesitate
to contact us.

WHEREAS, the parking shortage in Downtown Miami
has reached crisis proportions resulting in lost business, office
relocations outside Downtown, and employee recruitment problems;
and
WHEREAS. -the parking situation will be further
exacerbated by the loss of nearly 10500 parking spates as Dupont
Plaza is developed; and
WHEREAS, Watson Island may be used to create a
temporary parking facility if parking is declared "a public
purpose".
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
THE DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI THAT:
1. The Miami City Commission is urqed to declare a
.,parking emergency'in Downtown'Miami, and to make a finding that'la
°i public purpose"would be served by using Watson Island as a' temporary-
(2 year) parking facility.
2. The Miami Citv Commission is further urged to
direct the City Manager to assign staff to work with ODA, the Off -
Street Parking Authority, the Metropolitan Transit Agency, and the
private sector to effect a temporary parking facility on Watson
Island serviced by a shuttle bus route.
