Fosmoen March 125 1981 K<« pity Manager interim Central Detention Facility 1145 Northwest 11th Street KabM r W. par ns it�EkE��t� s "stant t th- ity Manager Dn February 11, 1981, the City of Miami Commission adopted Resolution 81-105 authorizing the City Manager to execute a lease agreement between the City of Miami and Dade County for the purpose of reopening the old City Jail at 1145 Northwest 11th Street for use by the County as an Interim Central Detention Facility. The Commission noted, at that time, that the concerns of the City employees located at 1145 Northwest 11th Street, as We11 as that of neighbors and businesses in the vicinity should be reviewed so that measures might be instituted to, as much as possible, relieve those concerns. Since February 11, 1981, a variety of correspondence and meetings have occurred with the conclusion being: City [rmp�oyeesConc_erns: Ms. pat Skubish, representing the concerns of the City employees has caused a number of amendments to the proposed County lease that strengthen security provisions. Key among these changes was an agreement with the County that causes the stationing of twenty-one sworn police officers within the jail complex. This significant addition added to the forty-five corrections officers and security guards, provides for a visable police presence and, in essence, brings a small sub -station of police officers closer to the concerned community. While it was understood that all of the employees concerns could only be resolved by not permitting the re -opening of the jail, the efforts of Ms. Skubish have permitted a realistic solution in accord with the recog- nition that reopening the jail is in the best interests of the community as a whole. Business/Neighborhood Concerns: The concerns of the Holiday Inn, located across the street rom 1145 Northwest 11th Street, were primarily related to the potential loss of business that might occur because of the jail re- opening. The Days Inn, located approximately two blocks north of the facility, were similar with particular concern expressed regarding poten- tial adverse publicity should some prisoner problems occur. The City administration has met with representatives of both companies and, while the meetings were generally cordial, both organizations remain opposed to the reopening of the facility even with the new agreement of Dade County to locate a sworn police unit in the building. It is unlikely that these companies°concerns can be resolved except through a period of time wherein the re -opened facility proves to be an uneventful neighbor. Mr. Irving Kern, representing the Holiday Inn, may wish to cause his objection to become part of the record at the City .Commission Meeting of March 17, 1981, and a 3:30 p.m, personal appearance has been provided on the Agenda for his pur- pose. i 14 Neighborhood concerns generally support the desire of the Holiday Inn to prevent the reopening of the Jail. Mst pat Skubish attended a neighborhood Crime Match Meeting of the community attended by approxi. mately 190 residents wherein the primary concern related to security, It is likely that this concern also can only be resolved through time. A Mrs. Pat Keller has submitted a letter wishing to express the feelings of the residents, and she may also appear at the 300 p►m{ personal appearance portion of the March 17th Agenda. The administration of the three hospitals (Jackson Memorial, Veterans Administration and Cedars of Lebanon) has advised that they have no concerns regarding the reopened faciltiy and, in fact, see it as a posi- tive move in reducing overcrowding at the main Jail facility. in summary, it is generally recognized that the use of the old Jail area of 1146 Northwest lath Street is such that only a Jail could use the space that exists; there exists a serious over crowding situation in the main County Jail facility that the County is under a court direction to resolve; the absence of additional Space to house detainees would require releasing arrested individuals back to the streets resulting in increased demands on the police, and creating a hazard to the community as a whole; and, that the only logical short-term solution is to permit the use that the County has proposed. It is also recognized that businesses and residents near the old City Jail are opposed to the use of the facility for reasons generally related to concerns for security. bade County has responded positively to these concerns by providing for security fencing, adequate correctional officer staffing and a unit of sworn personnel within the facility. Actual elemination of the security concern (also shared by the City employees) can only occur through the passage of time. It should be noted that the County's offer to locate a sworn police unit at the facility necessitates providing approximately 4,000 square feet of the downstairs portion of the facility at no additional cost to the County. The County has re- viewed a room at the extreme south end of the building, currently occupied by a soon to be concluded CETA program, that will serve their needs and provide the visible police presence desired by the employees and that may help offset the fears of the neighboring business and residents. Terre and Commissioners of the City of Miami As a resident of the Spring Garden area, i would like to express my extreme displeasure over the agreement between the City of Miami and. Dade county in utilizing the old city jail for housing county prisoners, i have moved back to the central city, having faith that the city of Miami could regenerate its core. The Spring Garden Section has recent- ly seen a period of revitall2ation with many young professional establish- ing roots here. it has often been difficult in defending my move in light of the recent riots, refuge influx, increased crime and occas- sional wanderings of psychotic patients from nearby medical centers. Yet, if downtown Miami is to accomplish'. a rebirth, a young, working, civic -minded restdertiai population is essential. It is very discouraging now to be faced with the prospect of a jail several blocks from my house. How many more insults can the neighborhood endure? Surely, the restdentlal density of the area makes this a very poor choice for a jail. No matter how well the facility is staffed, there will always be security problems. But the biggest victim will be the already precarious sense.of security of the local residents and the safety of our homes. 1 believe the employees who will be working inside the building have expressed similar feelings. The continued anxiety produced by a jail in Spring Garden may announce the final knelt of the neighborhood. Up until now, I have had faith in Miami and the.regrowth of its downtown. I have paid thousands of dollars in taxes feeling that they were justified as an investment in the City. Perhaps I was a foolish optimist and should have joined many of my colleagues In a flight to the suburbs or northward. Yet, I feel you can give us hope and reconsider the proposed lease. if not. I shall seek other means of influence, both politically and professionally, to preserve and pro- mote the character of our area. i ask you, please consider a more suitable site for the jail and save our neighborhood. ' ties within the next six weeks. It is projected that this renova- tion will take approximately one year. It is our understanding that space in the Municipal Justice Buildina, located at 1145 N.W. 11 Street, and currently occupied by the Social Delivery Division of the Department of Leisure Services, would be available during the renovation phase. Ferre & Commissioners of City of Miami This has reference to the resolution authorizing the City Manager to execute a lease agreement between the City of Miami and Dade County, providing for the lease of the former City of Miami Jail at 1145 N.W. llth St, for use to accommodate prisoners awaiting court disposition. Numerous telephone calls had been made to the City Hall office inquiring as to when a hearing on this matter was scheduled. In all instances people have been told that it would be sometime after 4PM on Feb llth. At that time a very large group of interested citizens arrived, only to be told that the hearing was over, as it had been rescheduled to be heard earlier. It is my understanding that a hearing on an important subject such as this would first be announcedin the newspaper. In addition, I have been informed that it in fact had been taken 'out of sequence' from a previously prepared agenda. I am sure this was not done in a devious way to avoid confrontations with interested citizens, but it obviously was not done in the proper manner. I represent the owners of the HOLIDAY INN -CIVIC CENTER. We pay what I would consider as our fair share of taxes having been increased the last go -around from $60,000 to $90,000. In addition the local taxes from rooms, beverage and food are several hundreds of thousands of dollars a year. Our property is valued at $7 million, so we feel we have a right to be heard. We are not located in what we might call a desirable area. Since the riots and the influx of Cuban and Haitian refugees the area has been experiencing additional problems. We instituted 24 hour security at a cost of $35,000 per year. Since the newspaper publicity regarding the contemplated jail, we have been advised by many of our corporate travelling people that they might seek a change and look for another hotel -to stay at during their Miami business visits. We also enjoy a very strong Cruise Line business on weekends. I understand this is the time the JAIL plans on having visitors. I am sure this additional activity will not meet with approval. If it doesn't ... we are in jeopardy of losing $500.00 a year from the cruiselines. A few days ago I had the pleasure of lunching with Mr. Stacy Hornstein from the office of the County Manager and Mr. Rob Parkins who is the Asst. to the City Manager of Miami, They explained to me in detail about the proposed operation of the jail from fixing the outward appearance to the upgrading of the inside facility... to the vast amount of guards they will employ, � CIVIC CENTER GAINESViLLE JESUP STATESS0RO SCOTTSBORO NATCHEZ GEORGETOWN �� MIAMI, FLORIDA FLORIDA GEORGIA GEORGIA ALABAMA MISSISSIPPI SOUTH CAROLINA PAU 2 m== Feb. 209 1981 - UTTtp TO CITY OOMMMIONDS, AND MAYOR, re Jail 0 While I appreciate the combined efforts of the city and county to present a total concept of a smoothly run facility that would not interfere with business or hurt our image, we cannot afford the gamble I wish to go on record as being totally and vehemently against this proposal, I see no reason why another location cannot be secured, a location that perhaps does not effect an entire area that is already somewhat blighted. I also see the possiblity of a good franchised HOLIDAY INN such as ours, gradually lose occupancy, and eventually I see a substantial investment greatly diminishing. A DAYS INN HOTEL Just opened two months ago just a few hundred yards from the proposed facility. S. laws/Florida state statutes/county or Municipal ordinances/ or Cuban statutes'. The County 's jurisdiction is limited to enforcing United Mates laws, piorida state statutes or County ordinances, They do, in accord with their role as custodian for all prisoners in Metropolitan Cade County that may be arrested by municipalities, obviously detain individuals charged with violations of municipal ordinances. 3. What will be the number of guards? The County proposes to staff the interim detention facility with 45 guards. Since they anticipate a total detainee population of no more than 200, this would provide a ratio of guards to prisoners of approximately 13 to 1 on a 3 shift basis. 4. What types of guards will be provided' The guards in the interim detention facility will be Dade County correctional officers, fully trained in accord with state standards. S. Will the opening of this interim detention facility cause a loss of business? Could it result in adverse publicity? As you know, these questions are difficult to answer in that it is impossible to foresee all of the circumstances that might arise in the future. Metropolitan Dade County has agreed that they will comply with reasonable security requests by the City in order to minimize the potential of a detainee escaping from the facility. The question of adverse publicity, of course, is partly related to our own individual perceptions and the methods by which we disseminate these. As an example, I noted in a subsequent meeting that an establishment owner was warning his guests, on a regular basis, that when they walked out of the building, they were subject to being mugged. In my opinion, this gentleman was creating his own form of adverse publicity and would undoubtedly suffer the consequences of a loss of business. I can only assure you that it is in the City's mind to ensure that as many of the potential problems that could result in adverse publicity and a subsequent loss of business had been addressed prior to the opening of the facility. i 0 Page 3 We discussed the possibility of requesting the Sheriff's office to locate some of their uniformed patrol officers in the facility itself and i have been in Contact with bade Bounty's Director of Public Safety with the result that they view this as an attractive possibility+ i will keep you informad as this develops.
