A BUILDING PERMIT FOR THE CONSTRUCTION OF THE
WORLD TRADE CENTER BUILDING AND GARAGE, AT 100
S.E. 2ND STREET, PERMITTING PILES FOR THE STRUC-
TURE TO EXTEND UNDER THE: PUBLIC RIGHT OF WAY
APPROXIMATELY SEVEN (7) FEET ON THE. WEST SIDE
OF S.B. 1ST AVI:NUF. AND THI: NORTH SIDE OF S.I-
2ND STREET UNDER THE TERMS AND CONDITIONS
CONTAINED HEREIN.
BE IT RESOLVED 13Y THE COMINTISSTON OF THE CITY OF `fIAMT,
FLORIDA:
Section 1. The City ?tanager and the proper City Officials
are herebv authorized and directed to issue a Building Permit
for the construction of the World Trade Center Building and
Garage, at 100 S.F. 2nd Street, permitting Piles for the
structure to extend under the Public right of way approxi-
mately seven (7) feet on the West side of S.E. 1st Avenue
and the North side
of S.F. 2nd Street
according, to plans

The Building & Zoning Department recommend to the Ccmnission to pass and adopt
a Resolution to permit the exceptional battered piling system that, in accordance
with the attached exhibits, are required to acccmplish a safe foundation system
for the design by I. M. Pei and Partners and F.G.S.C. for the World Trade Center
previously approved by the City Omission.
The attached Exhibit A, letter dated March 4, 1981 to Vince Grimm from Jim
Armstrong of F.G.S.C., outlines the design factors leading to the requirement
for this foundation system.
The attached Exhibit B, letter dated March 3, 1981 to Jim Armstrong from
A.K.R. Abiad, P.E. of CBM Engineers, Inc. covers technical, structural aspects
of the design.
The attached Exhibit C, a sketch numbered SK-1 and dated 3/2/81 by F.G.S.C.,
indicates in plan the relationships among the structural components and the
property line.
The attached Exhibit D, a sketch numbered SK-2 and dated 3/2/81 by F.G.S.C.,
indicates in section these same relationships, plus the sub -grade utilities.
The attached Exhibit E, a letter from Kenneth R. Lietz of George Hyman Construc-
tion Co., outlines the impact on the construction schedule of the stop order
from the City of Miami Building Inspector.

Dear Mr. Grimm:
In accordance with your request, in the meeting at City Hall of
March 3, 1981, this letter will outline the factors which have led
to the use of battered piles extending under the sidewalk, as shown
on the attached sketches.
As you are aware, Dade Savings holds the air -rights lease from the
City to build a 35-story office tower on top of the 11-story
parking garage. One of the project's key design determinants,
stipulated to I. M. Pei and Partners by Ron Lipton, President of
Dade Savings, was that the tower be located as close as possible
to the Flagler Street Financial Center. This request dictated a
position at the northwest corner of the site. In addition, the
requirements for: (1) a maximally efficient garage with entrances
and exits at both S.E. 2nd and 3rd Streets, (2) 20,000 square feet
of ground floor retail space, (3) lobbies for both garage and tower,
(4) a truck dock for the tower, (5) access to and provisions for the
Downtown People Mover Station at the 4th level, (6) the Pedestrian
Connector to the Convention Center, and (7) utility space provisions
for tower, retail, DPM and garage, all militated toward this location
for the tower.
In the best interests of the City, both government and citizens, and
of the tower client, I.M. Pei and Partners, with our concurrence,
designed the project in such a way as to maximally integrate the
tower design with that of the garage. All the clients deserve
nothing less. To provide less than the best of urban design for so
major a project is not in the tradition of either I.M. Pei 6 Partners
or F/G/S/C. In this spirit, the design evolved to include a flush,
planar, curtain -wall over both the garage and the tower, such that
the two projects are integrated into a single design expression from
top to bottom.
Because the kind of tenants to be expected in a world Trade Center
will each require a relatively small amount of floor area, large
floors are not feasible, due to their inherently large quantities
of space far from the window line. Such space would not be econo-
mically rentable. The overall economics dictate 600,000 square
feet of total space, and when this large amount of space is achieved
in smaller floor increments, a relatively tall building results.

The resulting 46-story building, including the garage, is very susceptible to wind
loads. Therefore, our structural engineer has chosen the best and most economical
structural concept to resist wind, a so-called "tube" structure formed by the peri-
meter columns and spandrel beams. Such a structure dictates that the columns be
located as close as possible to the exterior face of the building. Leasing factors
and minimization of conflicts with parking spaces and circulation in the garage
also reinforce this location for the columns. The attached letter from CBM Engineers, Inc.
elaborates further on the structural aspects and should be self-explanatory, summing
up the reasons for needing to use the battered piles. With regards to the physical
implications of using the battered piles, we believe that the potential impact of
the battered piles on utilities which now exist near these piles, or which may
exist in the future, will be negligible. As is shown on the attached sketch section,
the closest that the piles come to any existing utility line is approximately 9'-0",
which, at the elevation of the newly -relocated sewer in question, is only about
8" closer than would be the case if the piles were not battered. Further, the
encroachment beyond the allowable plane (6" outside the property line) is approximately
6'-7". I should point out in this context that the present property line is new
and is set back 5'-0" further than the original property line on the north, or
S.E. 2nd street, side, so that we were not able to extend the pile cap or mat out
enough to achieve symmetry about the column center line. If we were allowed to use
the original property line, our encroachment beyond the allowable plane would be
only approximately 1'-7".
Due to the fact that 1. The water table is at approximately elevation + 2 to 3 feet
above Miami datum, 2. Economics dictate avoidance of construction below that level,
when at all possible, and 3. The new sewer line is designed for anticipated sewer
needs in the area, it is unlikely that any other utility lines will be installed in
any position which would be in conflict with these piles.
We are now fully aware of your opposition to setting a precedent in this case. However,
since economic pressure is likely to be dictating more new buildings in the large and
taller range in Miami in the future and since the bearing strata below Downtown Miami
are limited in their load -bearing capacity, especially for uplift due to wind, it is
possible that the City may come under substantial pressure in the future to approve
measures such as on this project. I do not offer this as a justification for this
project but simply as a point of information.
We will very much appreciate your aid in satisfactorily resolving this issue as soon
as possible. As you can see from the attached copy of a letter from George Hyman
Construction, the timing is critical to the progress of the project.

Dear Jim,
This letter is to summarize the need for Batter piles on the north
property lime on the above project.
1. The building is one of the tallest in Miami and consequently we have
very large column loads on the exterior columns. The exterior gravity
column loads are in the range of 2,000 Tons and the wind loads add
approximately 2,200 Tons in the worst case. Based on the maxiam pile
capacity of 120 Tons we would need approximately 18 piles per column
for gravity loads and a larger number where the wind controls the design.
2. The tightest pile spacing that can be used according to the soils engineer's
is 31-00 at the top. As the columns are spaced at 15' on centers,
the xaxiaes number, of piles in one direction is 5. Hence we need at
least 4 rows in the other 'di rection•(transverse to the facade)
3. The centerline of the columns on the north face is V -0" from the property
line and on the west it is 7'-0'. The building code does not allow
the pile cap to extend more than 6 inches beyond the property tine.
You can well understand that it would not be possible under these restric-
tions to build a symmetrical pile cap.
4. We have revfewed all options such as moving the building to the south
OM east, shrinking the building etc. and every one of these options
either makes the garage operation impossible or i"cts the econ uics
adversely.

5. The batter of the piles on the north and west side is needed to minimize
the eccentricity of the pile cap (thereby minimizing the uplift on
the pile group) and also to space the piles adequately at the rock
layer so that the pile capacity would not be downgraded.
In conclusion, we would like to emphasize that if the piles cannot
be battered it would seriously affect the economics of the project.

Gentlemen:
The "Stop Work Order" on the installation of Battered Piles is seriously impacting
the Construction Schedule for the above referenced Project.
The Battered Piles on the North side of this Project must be installed prior to
the remaining straight piles in order to maintain a productive driving sequence.
The Pile Contractor cannot maintain a productive output by driving straight piles
and then coming back and driving the Battered Piles.
This Stop Work Order must be recinded as soon as possible in order to permit the
pile driving work to continue as previously planned.
