A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT AND TO EXECUTE THE NECESSARY IMPLE- MENTING CONTRACT AND AGREEMENTS FOR A SECRETARY'S DISCRETIONARY GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR $1,010,000 TO ALLEVIATE THE CONDITION RESULTING FROM THE LARGE CUBAN/HAITIAN MIGRATION TO THE CITY. WHEREAS, the City of Miami was beset by large migrations of Cuban and Haitian refugees. WHEREAS, the City of Miami was declared eligible for disaster assistance. WHEREAS, the City of Miami submitted a $3,900,000 application to the U.S. Department of Housing and Urban Development for assistance from the Secretary's Discretionary Fund. WHEREAS, the U.S. Department of Housing and Urban Development has awarded the City of Miami $1,010,000 of such application. FLORIDA: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, The City Manager is hereby authorized to accept and execute the necessary implementing contract and agreementsfor a Secretary's Discretionary Grant from the U.S. Department of Housing and Urban Development for $1,010,000 to alleviate the conditions resulting from the large Cuban/Haitian migration this city. The City of Miami, after the large influx of Cuban and Haitian refugees, submitted an application to HUD's Secretary Fund for funding in order to ameliorate some of the conditions resulting from the large influx of refugees. Of the $3,900,000 requested, only $1,010,000 was awarded, for the following uses: 1. Acquisition/Rehabilitation for Emergency Housing - Staff is presently requesting HUD to re- program these funds to a rehabilitation subsidy program to improve private multi- family rental units to increase housing available for refugees. 2. Registration/referral services to assist the refugees - 3. Administration - It is recommended that the City Commission authorize the City Manager to accept this grant. /cr 120,000 10,000 1,010,000
