WHEREAS, the City of Miami on May 17, 18, and 19, 1980, was beset by the
worst civil disturbance in its history.
WHEREAS, on June 30, 1980, the City of Miami was declared eligible for
disaster assistance funded through the Secretary's Discretionary Fund.
WHEREAS, the City of Miami submitted a $5,000,000 application to the
U.S. Department of Housing and Urban Development for assistance from the
Secretary's Discretionary Fund.
WHEREAS, the U. S. Department of Housing and Urban Development has
awarded the City of Miami $1,160,000 of such application.
NOW, THEREFORE, BE IT RESOLVED BY THE COMI9ISSION OF THE CITY OF MIAMI,
FLORIDA:
The City Manager is hereby authorized to accept and to execute the
necessary implementing contractand agreements for a Secretary's Discretionary
Grant from the U.S. Department of Housing and Urban Development for $1,160,000
to alleviate the conditions resulting from the May 1980, civil disturbances.

It is recommended that the City Commission approve
a resolution authorizing the City Manager to accept
and to execute the necessary implementing contract
and agreementsfor a Secretary's Discretionary Grant
from the U.S. Department of Housing and Urban Devel-
opment for $1,160,000 to alleviate the conditions
resulting from the May 1980, civil disturbances.
The City of Miami, after the May 1980 civil disturbances, submitted an application
to HUD's Secretary Discretionary Fund for funding in order to ameliorate some of
the problems resulting from the civil disturbances.
Of the five million dollars requested, only $1,160,000 was awarded, for the follow-
ing uses:
1. Interim Assistance -
Staff is presently requesting HUD to reprogram these
funds for the capitalization of an SBA 502 local
development corporation under the auspices of Miami
Capital Development, Inc. Through the leveraging
capacity of the SBA 502 program, the $200,000 in HUD
Discretionary Funds would make available some $2.0
million for low -interest, long-term (up to 25 years)
fixed asset financing for small and medium sized
businesses in the city's riot affected areas.
2. Business Development Assistance - Interim Subsidies -
Limited to those businesses located in the riot area
and affected by the riots, or new businesses locating
in the riot area to replace those businesses not
planning to remain in the area.
3. Limited Grants/Interest Subsidies -

4. Minority Contractor Bonding/Revolving Loan Fund Activity
will run through a nonprofit development corporation
based in the riot affected area to insure assistance is
targeted to black minority contractors and matched with
EDA Title II. $ 200,000
Since Community Development funds have since been
allocated for this purpose, these funds will be
utilized to repay the C.D. account and the C.D.
funds will later be used for another project in
the city's riot affected area.
5. Administration 10,000

It is recommended that the City Commission authorize the City Manager to negotiate
and accept this grant.
