Coconut Grove -Port Antonio
Illustrated Conference on
Special Places
At the January 22, 1981 City Commission meeting two activities were
presented by Chairman, Herbert Hiller. Both of these activities, the
Bahamian Goombay Festival and the Coconut Grove -Port Antonio Illus-
trated Conference on Special Places, were endorsed and approved in
principle by the City Commission through Motion 81-46.
Mr. Hiller consequently met with me and provided the attached
proposal for the Coconut Grove -Port Antonio Illustrated Conference on
Special Places whi; i will be held on April 21 through 26, 1981. This
conference, in coop -ration with the Jamaican Government, is to bring
together two villac-s with many similarities, and will focus on the
Jamaican community, tourism, and Coconut Grove.
A copy of Mr. Hiller's proposal was distributed to the various City
departments involved and they have prepared a cost breakdown of the
services required from their departments to stage this event as follows:
1. Police coverage ----------- ------------ S 750.08
2. Leisure Services (showmobile and labor) --- 397.14
TOTAL --- $1 ,147.22
Mr. Hiller has requested all the above costs to be donated by the City
to stage his conference.
Metropolitan Dade County is providing Mr. Hiller with the use of
Vizcaya Garden on the evening of Friday, April 24th (which includes
sound, lighting, and the waiving of admissions into Vizcaya Gardens)
and printing and promotional work. These services are estimated at
$2,000.
While Mr. Hiller's conference has been endorsed by the City and has merit,
this proposal was not approved in the FY 80-81 Budget as one of the City
sponsored festivals or community events.
It is therefore recommended that Police Coverage be solicited by Mr.
Hiller from the Coconut Grove Merchants and that the City provide show -
mobiles and labor as in -kind services for this event.

to report on the widespread civic support this proj!ct has

Its purposes are:
*for people in Coconut Grove to appreciate
the special qualities of their place;
*to attract South Floridians to Coconut Grove
for a weer:end of international cultural
programs;
*to create an event that reflects favorably on
Miami;
*to boost business for local merchants;
*to help re-establish Jamaica's tourism in the
Miami market and to focus on Port Antonio in
particular to help overcome the economic de-
vastation of last su:-omer's hurricane.

Mr. Herbert L. Hiller has requested the use of the Showmobile
for the Coconut Grove/Port Antonio Conference, on Saturday
and Sunday, April 25 and 26, 1981.
The Show -mobile had been reserved for Sunday, April 26 but is
available Saturday. Folliwing is the cost of fees and labor:
Fees: $10 per hour x 6 hours = $ 60.00
Labor: (2 men at time and a half)
$10.96 + $5.48 = $16.44 x 6 hours 98.64
$ 9.50 + $4.75 = $14.25 x 6 hours 85.50

Mr. Hiller must also furnish proof of insurance as requested
by Risk '.Ianagcment. If he requests chairs, amplifiers, mi-
crophones and the stage extension, there would be additional
charges. This would be approximately $25 for the stage
amenities, and four hours labor at time and a half for the
additional stage extension, which would be approximately
$128.

Attached is a request for City support in staging the Coconut Grove -
Port Antonio Illustrated Conference on Special Places to be held on
April 21 through 26, 1981. Specific City support requested consists
of (1) the use of Peacock Park on April 25 and 26, 1981; (2) the use
of the large showmobile; (3) Security personnel; and (4) Sanitation
services.

The 'Coconut Grove -Port Antonio Illustrated Conference on Special
laces (CGPA). is a._ceneb°tCoconutqualities

Port Antonio, Jamaica.
CGPA combines a conference, a series of outdoor and indoor en-
tertainments for the public and a number of hostings for Confer-
ence participants th,! week after Easter, April 21-26, 1981, with
most activities scheduled for April 23-26.
1%'ho It Benefits
By its focus, CGPA should benefit several places at once:
1. Coconut Grove: by a weekend of festivities that will
draw post -Easter business to its shops, services and res-
taurants, and in particular from the affluent Jamaican
community now resident in Dade County and numbering more
than 50,000.
2. Port Antonio and the Parish of Portland, where the
1980 banana crop was devastated by hurricane; where
there is virtually no industry, and unemployment is
highest in Jamaica: by being exposed to potential visitors.
3. Both places by the shared emphasis on qualities that
make them special, and by what can be learned from look-
ing at reflections of one in the other.

4. Greater Miami: by focusing on some of its special
attrative qualities at a time when its name has lost
some of its magic. Some visitors will come from South
Florida beyond Dade County, and there is the possibility
of some national exposure.
5. Jamaica: by a focus on some of its attributes at
a time when foreign criC,in,.�� c'ar nln6s f. touri

critical for getting the economy moving again.
Some Near Connections In Fact
There are some near connections in fact between Coconut Grove
and Port Antonio.
In the early 1960s Miamian Rex Rand and Errol Flynn, habitues
of Coconut Grove, shuttled between the two places. Rand, who owned
WINZ Radio and the Biscayne Terrace Hotel in downtown IMiami, for a
time also owned the Jamaica Reef Hotel in Port Antonio. Rand and
Flynn are both gone new, though the actor's widow, Patricia Wymore,
maintains the Flynn Estates in East Portland.
Then, during the 1960s and into the early 1970s, an annual Blue
Marlin Fishing Tcurnamer.t was held in ?or'. Antonio which, until its
discontinuation, each year attracted numerous sports fisherpersons
from marinas in Ccccnut Grove, alcng the 'Florida coast and beyond.
More recently, during; the last 12 years, i have myself worked in
both places. :;y field is tourism, how it affects places and how
it can better be cr,=.anioed to 'improve the quality of life for
people who live %.here visitors come -- while of course at the same
time giving people who visit a good time.
Some Specific Objectives
CGPA will work for the following specific objectives while aiming
to provide the benefits noted above:
1. To inaugurate one means for the beautification of
Grand Avenue in Coconut Greve: the institution of tro-
pical foliage in window and sidewalk flower boxes. This
activity is part of planning already proposed for Grand
Avenue.
2. To inaugurate the Metro -Dade -Miami Project on Travel
& Culture which will draw attention to Metro -Miami as a
center of cultural activity by facilitating cultural
presentations of overseas countries which seek to pro-
mote Miami as a travel market.
3. To revive interest in the Blue Marlin Fishing Tour-
nament in Port Antonio.
4. To attract regular weekly cruise service between the
Port of Miami and Port Antonio.
The Conference
This will begin Thursday evening, April 23, and continue Friday,
April 24, and Saturday, April 25, through lunch. Partidpants
from Coconut Grove will include citizens, government specialists
concerned with Coconut Grove, and representatives of civic, his-
torical and other organizations and advocacy groups in Coconut
Grove and from Dade County more generally, perhaps 50 to 75; and
from Port Antonio, some fewer citizens and office holders, as well
as others expected from the I;inistries of Local Government, Cul-
ture, and Tourism) concerned with development in Port Antonio,
perhaps 25 to 30 in all. The Conference will focus on Special
_ Places, treating Coconut Grove and Port Antonio by comparison and
contrast.
There will be a registration fee of approximately=5, including
_ various hcstings.
An overview of the characteristics of "special places" and of
values and socio-political movements associated with the subject
will be nresented by Robert I,ic.qulty, President, Partners for Liv-
able Places, ',:ashington, D.C., a not-ior-profit corporation con-
cerned with public and private setter design quality, cultural
planning, eUen spaces management, scenic and natural resources,
and touri:-,m and conservation.
Three topics of nutual interest to the pair of focal places are
planned for presentation and discussion:
1. 'he dependence of each olace on a larger Dolitical
entity that it toes not control. Coconut Grove is a
former cite, now a part of I�iiami. Port Antonio, though
a city, exists in a historical Jamaican framework of
weak local governments with decisions largely centered
in Kingston, the capital.

Both places, once prominent, have over the years been
by-passed because major development has occurred else-
where. Coconut Grove is now experiencing rapid develop-
ment; Port Antonio not yet. Each place has experienced
an influx of affluent outsiders. Diverse leadership
groups pull in both places.

These will begin Thursday, April 23, with a tour of Coconut Grove
for Jamaicans participating in the Conference. A covered dish
supper is expected to follow at a church in Coconut Grove. All
Conference partidp ants will be invited. The two historical pre-
sentations that open the Conference will follow.
Friday evening will include Sound & Light at Vizcaya and an evening
meal, site to be set, for ail particcb ants.
Saturday will include lunch hosted by the Coconut Grove Farmers
Market at the Market site.

The event is expected to be lodged under the Metro -Dade -Miami Pr -
ject on Travel & Culture as an_auspice. Others expected -to be in-
volved include World University, the site of the Conference (ex-
pected to be the Coconut Grove Hotel), and the Farmers 7.1arket.
All Jamaican participation will be underwritten by official or
private Jarr,aican auspices. Dade Ccunt;,; and the City of Miami -will
be asked to provide local facilitation, such as park use, security,
sanitation services, in „hole or in part. Additional sponsorship
will be sought from.: the private sectcr in :�;iami, as well as from
appropriate cultural organizations, including P.A.C.F.. See
Budget.
Promotion
Between now and the event, all parties necessary to the activity
will be confirmed. Personal calls :;ill be made on all known organ-
izations in Coconut Grove. Official representations will be made
before bodies of the City of T•?iami and Dade County, All neces-
sary contacts will be made with Jamaicans in their country and
resident in Dade County.
Promotion will be Stimulated by official Jamaican sources, by
parties involved in Coconut Grove, Miami.and Dade County, and it
is expected by Partners for Livable Places in 1�1ashingtcn.
News releases will be distributed in timely fashion. A modest
advertising budget will be sought from commercial interests in
Coconut Grove and Port Antonio to finance a print campaign during
the week of the event.
