During the 1979-80 Fiscal Year, the City of Miami Department of
Leisure Services, Cultural Division was assigned by Assistant
city Manager Cesar Odio to uplift the general quality of the
International Folk Festival. During the period of the 1980 Inter-
national Folk Festival, the Cultural Division aided the Festival
Director by supplvina two management Interns, three :ianagement

In January of 1981, the 1980 Folk Festival Director, Gui L. P. Govaert
met with the City's Administration to discuss the 1981 International
Folk Festival. At that meeting, Mr. Govaert declined the position of
Festival Director for the 1981 season. Duri.na this meeting, Folk
Festival Committee Chairperson, Fannie Mae Leeper was contacted to
discuss h'r. Govaert': Directorship, the Festival Advisory Committee
and the International Folk Festival in aeneral.
This Department was instructed to write a letter to all Folk Festival
Committee members, calling a Committee meeting as soon as possible to
brief the COT
bmittee of the decision to select the 1981 Festival Director
a proposal/bid basis and solicit their assistance in preparing guide -

lines for those proposal/bids. such a letter was prepared, mailed and
Committee members were contacted by telephone to arrange a meeting on
February, 13, 1981.

her statement that the City of Miami has no authority to call such a
meeting. The Department conferred with %!s. Leeper to set a new date
for the meetinq.
The first meeting of the International Folk Festival Committee was held
February 19, 1981. A representative of the Cultural Division was in
attendence at that meeting and has attended all subsequent meetings and
filed written report to Dr. Antonino Hernandez-Lizaso, Cultural Division
Coordinator.
The Cultural Division was designated to receive and initially review
the proposals and bids for the Directorship of the 1981 Folk Festival.
:Notices were placed in three newspapers oil three consecutive days
regarding the proposal/bids. The Cultural Division received five
inquiries regarding these notices but received only one proposal and
_ bid by the February 23, 1981, deadline from Maria 'Elena Torano Associ-
ates. After review by the City, this bid was for�.•arded to the Folk
Festival Committee with a letter from City Nanacer Fosmoen. The Commit-
tee's response to the bid %as necative. The Committee recommended that
the Folk Festival be -ostponed until Aucaust, 1981, and that f!r. Govaert
be reconsidered as Festival Director.
All guidelines proposed by the Cultural Division sere dictated by the
need to consolidate the Folk Festival activities, to decrease the
Festival expenditures and increase the fiscal benefits to the partici-
pants. The majority of the recommendations made were taken directly
from the 1980 Festival Director's Report to the Cit,.
A City of ,liami Festival :advisory Committee Resolution No. 81-189 was
?assed by the C'.t.: Co -mission on ,larch 17, 1981. It is the opinion
of the Cultural Division that the International Folk Festival fall under
the jurisdiction of that Advisory Committee and that the International
Folk Festival Committee must abide by the City polic.? set forth in that
resolution. Onlv the Cite Commission may allow exceptions to this rule
governing the City's cosponsorship and financial support to community
festivals. .

As per City Manager Fosmoen's request, the International Folk festival
Committee met Wednesday, March 11, 1981, at 8:00 P.M., at the Polish -
American Club, 1250 N.W. 22nd Avenue. In attendence were:

Due to the fact that a quorum of members were not present, the Chair reco-
mtm.ended that those members present would act as the executive council for
the International Folk Festival Committee. After a lengthy review and dis-
cilssion of the festival proposal submitted by t,aria Elena Torano and Associ-
ates, it was the unanimous decision of the executive council to:
1. Postpone the 1981 International Folk Festival until august, 1981.
2. Reject the submitted proposal and submit its own proposal and
budget to the City.
3. Interview and select three candidates for the position of Festival
Director and submit these names of candidates to the City for con-
firmation. Also, the council recommends that the Festival Director
be contracted for a term of three (3) years to avoid complications
and delays similar to those of the past two (2) ;'ears.
The executive council also discussed the proposed "City of Miami Festival
Advisory Committee" resolution. Their unanimous decision was:
They endorse the concept of an umbrella Festival Advisory Committee
with the followinq amendments:
1. The number of committee members be raised from seven to nine.
2. That two members of the International Folk Festival Committee be
appointed to the Festival Advisory Committee.
3. That no members of the City of Miami Staff be members of the
Advisory Committee. .j
