Per your request concerning the proposal submitted by S.U.R.F., it is this
Department's recommendation that the City attempt to maintain existino
social service pronrams and not fund new programs. In light of the expect-
ed reduction of social service funding_ available, it is unreasonable to ex-
pand our current commitments. As you are aware, Federal Revenue Sharinq
Funds for social service programs for the current fiscal year have already
been allocated. In order to compete for Community Development Funds, the
CBO must adhere to the citizen participation guidelines. This includes
making a proposal presentation to the C.D. Advisory 11:oard of the target
area the program intends to serve, approval of the proposal by the Board,
and the ultimate recommendations of staff to the City Commission. At thiF
time, it would be inappropriate for S.U.R.F. to meet these criteria. Due
to the aforementioned constraints, it is recommended that the City not fund
S.U.R.F.
If it is the City's intention to provide funds for the Program, it would be
most appropriate that these funds come from sorre kind of contingency fund
rather than a recurring source. Uhile the implication of the request is
that the program requires funding for the period March to July, it does not
preclude the Agency's makinq an additional request if alternate funds are
not acquired. The initial award of monies to the Program, in itself,
establishes a precedent for a future commitment to funding the Agency.

Dear Rob,
I wish to thank you for the time you gave
to me on Friday to discuss the funding possibilities
for S.U.R.F.
We have worked very hard over the past years
on behalf of our youth of the community and am hopeful
that the City of Miami Commissioners will be able to
assist us in this interim in order to continue to
provide this unique quality service to the community.
I am enclosing a breif summary, a budget
and a client list, for your review. We are optinistic
that other resources will develop for the agency and
with the temporary assistance of the City our program
will not be interupted.
At this time we are asking that the City
considering assisting the program in the amount of
$2,986.00 a month from March to July, 1981. Should
oth,_; grants come available prior to this time, we
will of course no longer request this assistance.
As our client log indicates nearly 50,a
of our youth reside in the City limits. Further I
would like to point out that our offices have always
been in the City limits until the generous offer was
made to us by South Miamii. The list further indicates
the fact that the program is and always has been
tri-ethnic.
It is our hope that the Administration will
look favorably upon our request and present a favorable
recommendation to the City Commission at the next
meeting.

AT THE END OF SEPTEMBER S.U.R.F. WAS ABLE TO PLACE MOST OF THE YOUTH
ON THE JOB SITES THAT THEY HAD BEEN IN DURING'THE C.E.T.A. PROJECT. _
AS A RESULT MOST OF THE CLIENTS WERE NOT EFFECTED BY THE WITHDRAWEL FROM

TO THE YOUTH DURING THE PAST MONTHS.

OF CITIES AND MUNICIPALITIES FIRST AND THEN APPEAR BEFORE THE COUNTY
COMMISSION FOR A SPECIFIC REQUEST. 114E HAVE REQUESTED TO BE PLACED
ON THE AGENDA NOW THAT WE HAVE RECEIVED A FAVORABLE RESPONSE FROM THE' '
