This submittal is :Wade in accordance with Task 1 of our current scope of services dated December 18, 1980 as approved by the Mayor and Commission. The Mayor and Commission recently passed and adopted an ordinance creating the "Miami Audit Advisory Committee. The Ordinance calls for the appointment of three citizen members by the Mayor and Commission. The general purpose and duty of the Committee is "to advise and assist the City Commission to improve the effectiveness and usefulness of the City's audit procedures and programs..." The Ordinance requires that the three citizen members "be qualified and distinguished by their education, experience, and attainments in the accounting profession, the practice of law, banking, or business management." The intent is to create a committee that is representative of the professional, management, and business skills required to deal effectively with the broad subject of auditing. It is suggested that criteria to guide the appointment of citizen members be established as follows: Education —:Minimum requirement of an undergraduate college degree with an emphasis in such areas as accounting, business administration, or financial management; or a graduate college degree in such areas as law, accounting, banking, business administration or public administration. L0VV" 0 Mr. Richard Fosmoen March 9, 1981 Page Two Experience —Minimum requirement of five years of directly handling an organization -wide audit program in the private or public sector. This could include the chairperson, president or comptroller of a private business, a public utility, or a bank. This could also include a partner or certified public accountant engaged in a public accounting practice which has performed organization -wide audits in either the public or private sector. In addition, this could include attorneys or public agency administra- tors who have advised on or dealt with organization - wide audit programs. Attainments —Desirable qualification of peer or pro- fessional recognition. This could include election to office in a local chapter of the Bar association, the American Institute of Certified Public Accountants, the American Institute of Banking, or other recogn:zed professional organizations. other attainments that could be recognized would include publications in professional journals, lectures at professional conferences or instruction at a professional or edu- cational institution. These suggested criteria would establish two areas of minimum required qualifications (education and experience) and one area of desirable qualification (attainments) by which nomination for the .Miami audit Adviso ry Committee should be judged. If these criteria are followed or exceeded, this committee should be capable of providing substantial and meaningful assistance to the Mayor and Commission in their effort to improve the Cit;:'s financial condition.
