E-UtPMENT NEEDS FOR DISASTER
PREPAREDNESS

The attached memorandum reflects the equipment needs of the department as
such needs would relate to a crisis situation. We believe it to be essential
that all our personnel be properly and efficiently equipped torreet the demands
of any situation.

The department is requesting to appear before the next City Commission
meeting scheduled for April 9, 1981 to discuss equipment needs necessary
should another crisis occur in Miami. The funds for this equipment would
come from the Public Safety Emergency Contingency Fund. The following
equipment is needed:
Approximate Cost
Vehicle #1 - Emergency Rescue Vehic e -- $ 80,000.00
This vehicle would be used for rescue operations to extract
innocent people trapped in a r- ,tous situation. This vehicle
would also be used for to remnove obstacles placed in the
roadway that would prevent normal traffic from under these
conditions.
Vehicle 42 - I. D. Van
-- 25,000.00
During a civil disturbance it is at times necessary to make
many arrests. This vehicle would be used for processing
prisoners at the scene of the disturbances. It can also be
used at the scene of a major disaster to identify victims
and video tape the scene.
Vehicle #3 - Equipment Van
-- 30,000.00
Department needs depict that our response teams in a civil
disturbance would be fifty (50) officers. This van will have
sufficient equipment to respond with emergency c uipment for
these fifty (50) officers so that it will not be necessary to
have officers go to the station for emergency equipment.

With the increase of sworn personnel, it will be necessary to have suffi-
cient personal equipment for 650 officers. The following equipment is
needed to bring the number(s) of items up to 650 for this purpose:

NOTE: **The body shields will be used by the response team
for defy se from frontal attacks should they be
necessary.
The projected cost of the total request will be $175,000.00 and it is
assumed that insurance, maintenance and other costs will run roughly
$25,000.00, making the total request approximately $200,000.00. As
these needs are important, should you approve my request, I would like
to appear before the next Commission meeting.
