WHEREAS, pursuant to public notice: sealed bids were received
January 5, 1.981 for the furnishing of automobile rental on a contract
basis for one year for the Department of Police; and
WHEREAS, invitations were mailed to 15 potential suppliers`
and 1 bid was received; and
WHEREAS, funds for this purchase are available in the 1980=81
Operating Iiuclpet; and
WHEREAS, this service will be used by the Department of Police
for the purpose of providing vehicles for special undercover investi-
gations; and
WHEREAS, the City Manager and the Department of Police recom•
mend that the bid received from Avis Rent A Car be accepted as the
most advantageous bid to the City;
NOW, THEREFORE', BE I1' RESOLVED BY THE COMMISSSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Tile January 5, 1981 bid of Avis Rent A Car for
furnishing automobile rental on a contract basis for one year for
the Department of Police; at a total estimated cost of $48,000.00
is hereby accepted with funds hereby allocated from the 1980-81
Operating Budget of that department.
Section 2. That the City Manager is hereby authorized to
instruct the Purchasing Agent to issue the Purchase Order for this
service.

_ It is recommended that the award be made and
a resolution be passed accepting the most ad-
vantageous bid as received from Avis Rent A
Car for furnishing automobile rental on a con-
tract basis for one year to the Department of
Police at a total estimated cost of $48,000.00,
Pursuait to public notice, sealed bids were received January,51
1981 fir furnishing automobile rental on a contract basis for
one y ar to the Department of Police.
Invitations were mailed to 15 potential suppliers and 1 bid was
received as follows:
Bidder Monthly Rate
Avis Rent A Car $425.00
Funds for this purchase are available in the 1980-8r Operating
Budget.
_ Automobile rental is necessary for the Department of Police,
Special Investigation Section and Internal Security Unit.
Vehicles are used for undercover investigations of narcotics,
gambling, pornography, vice, organized crime, terrorisms, and
internal problems.
The need to change cars frequently and on short notice caused
other Automobile Rental Agencies to refuse to bid. Avis Rent
A Car is the current supplier and their service is in accordance
with the department's needs.
The Department of Police concurs with this recommendation.

gRental Vehicles
To date, no purchase order has been issued for the purpose
of obtaining rental vehicles for the Miami Police Department.
The result has been a serious curtailment of the operational
needs of this department in the furtherance of investigations
into police corruption, official misconduct, narcotics, orga-
nized crime, terrorism, and illegal gambling activities. It
is essential that this issue be addressed as soon as possible.
Your assistance in this matter would be greatly appreciated.
