STAFF SUPPORT TO SAID BOARD AND DELINEATING
THE: COMPOSITION OF SA1D BOARD.
WHEREAS, it is the desire of the City Commission to
further the ideals and aims of the Sister City International
Program as a positive force for peace, understanding, toler-
ance and respect between cities of the United States of
America and other nations, thus projecting the image of the
City of Miami as a socio-economic and cultural bridge; and
WHEREAS, the City Commission is desirous of involving
the private sector in the development of the City of ?tiami
through the creation of a Sister City Advisory Board; and
WHEREAS, it is necessary to have a charter, or a written
statement, describing the aims, purpose and other require-
ments of the Sister City Advisory Board;
NOW, THEREFORE, BE. IT RESOLVED BY THE COMMISSTON OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City of Miami Sister City Advisory
Board is hereby created.
Section 2. The purpose of the Sister City Advisory
Board is: to study the means and ways to increase friendship,
understanding and awareness between the transcultural activi-
ties and objectivities between the City of Miami and its
Sister Cities; to share with City officials the points of
view of the private sector vis-a-vis the development efforts;
to serve as a conduit between the City and the private sector;
and to recommend policies and plans of action which would

Section 3. The City Manager shall designate a Coordina-
tor of the City of Miami's Sister Cite Program who shall

Advisory board all documents and information required by said
Board,
Section 5. The Sister City Advisory Board shall meet
at least once every 2 months, and minutes of its meetingsy
which shall be open to the public, shall be made available
upon request.
Section 6. The City Commission Shall appoint a maximum
of 25 members to the Sister City Advisory Board and shall
designate the Chairperson thereof. The membership of the
Sister City Advisory board shall be limited to individuals
who either work or reside in the City of Miami.
Section 7. The Sister City Advisory Board shall
establish its own rules and procedures not inconsistent with
Roberts Rules of Order.
Section 8. The terms of all Sister City Advisory Board
members shall be for 2 years, at the end of which time they

Resolution creating a
Sister City Advisory Board
It is recommended that a Resolution be
passed creating a Sister City Advisory
Board for the purpose of furthering the
City of Miami's efforts to study the
means and objectives and plans to maximize
friendship, understanding and mutual
assistance between the City of Miami and
its Sister Cities.
In September 11, 1956, President Eisenhower called upon the people and cities
o' the United States and around the world to get to know one another better
by establishing a People -to -People program, holding the basic concept that the
citizens of this country, representing the great strength of the United States,
could and should make contributions to improve the image and understanding of
our country abroad. His idea was to involve people at all levels of our society
in "personal diplomacy".
The City of Miami, long an advocate of international understanding through
promoting mutual cooperation and assistance joined at the request of the U.S.
State Department the Sister Cities International organizations and through the
years designated a series of cities in the Western Hemisphere and in Israel as
its Sister Cities.
Amongst the directives recommended by Sister Cities International Headquarters
is one establishing of Boards or Council involving the participation of the
private sector of the community in an Advisory capacity in planning the various
aspects and phases of the City's Sister City Programs. --
