FLORIDA:
Section 1. The City Manager is hereby authorized to negotiate
with the State of Florida for possible State acquisition of the City
owned land formerly used as the Municipal Justice Building and City
Jail located at 1145 Northwest llth Street for proposed State use as
a Forensic hospital Facility.
Section 2. The City Clerk is hereby directed to publish a Notice
of Public Hearing on said possible acquisition to be held on April 23,
1981 at 3:00 p.m. in the City Commission Chambers.

The State of Florida's Department of Health and Rehabilitative Services wishes to
construct a hospital in Dade County for the mental health treatment of forensic
patients who will be predominantly Dade County residents. The facility will
provide patient evaluation and treatment for individuals in need of medical
care or commitment to the hospital by the court system. Extensive patient
and staff movement between -the courts and the medical facility will be required.
For this reason, a site is desired close to the Municipal Justice Building and
the Jackson Memorial Hospital complex. The proposed facility would accommodate
up to 150 to 200 patients at a cost of up to $25 m: lion. It would be a
150,000 sq. ft. to 170,000 sq. ft. structure with ul. to 5 floors. The
institution would employ 375 to 450 people at an annual salary of $7.5 million
to $10 million.
On January 20, 1981, the County Commission approved a site selection report
suggesting that the facility be located at either of the following three sites:
1. The area in and around the former City of Miami Incinerator
site located on N. W. 20 Street between N. 14. 10 Avenue and
N. W. 12 Avenue and N. W. 18 Street.
2. The former City of Miami Jail site located on N. W. 12 Avenue
at N. W. 11 Street, Wagner Creek and State Road 836.
3. A tract of land known as the former Valenti's Restaurant
located on N. .-J. 7 Avenue at N. W. 13 Street, 8 Avenue
and State Roaa 836.
Among the three sites preferred by the County, only the former City of Miami Jail
site appears acceptable. The City Commission has recently authorized the County
to use a portion of the site as an interim jail. A permanent facility on this
site would basically be a continuation of the present use and could be adequately
screened and buffered frori the nearby residential neighborhood. Prior to making
a deteniination on this site, the City should conduct a full evaluation of the
State's proposed security measures to insure that the neighborhood would not be
endangered by use of this location for a forensic hospital.
