HomeMy WebLinkAboutR-81-0267WHEREAS, the City Commission, after thorough considera- tion of the problem and available data has determined that the 3rd year funding of the Juvenile Runaway Project will impact on juvenile crime in the City because of the common observation that juveniles tend to fill their survival needs by shoplifting, breaking and entering, trespassing, loitering and prowling, purse snatching, selling drugs and acts of prostitution; and WHEREAS, this project will incorporate a methodology to study this problem and objectively assess the extent of the short-term effect of runaways and long-term impact on the crime rate, is in the best interest of the general public; and file in behalf of the City an application in the form prescribed "SUPPORTIVE„ CTf COMMISSION DOCUMENTS S DOCUMENT INDEX MEETING OF } ITCPA NO.-�g A RES`JLUiIOh ,\;;..... Section 4. The City is aware that no hard cash match is required and therefore, it is not necessary to appropriate new City funds to defray the cost of said project. Section 5. (a) The City Manager is hereby authorized to furnish such information and take such other action as may be necessary to enable the City to qualify for said grant and to accept the grant and execute all necessary agreements to implement the project upon receipt of the grant. (b) The City Manager is hereby designated as the City's authorized representative for the purpose of furnishing to the Florida Bureau of Criminal Justice Assistance such information, data and documents pertaining to the applica- tion for said grant as may be required and otherwise to act as the authorized representative of the City of Miami with this application. ( c ) If such a grant be made, Miami shall maintain such records necessary and furnish such information, data and documents as required by the Florida Bureau of Criminal Justice Assistance to support the implementa- tion of the project generally described above. Section 6. This resolution shall take effect immediately upon its adoption and certified copies hereof are to be included as part of the application for the herein grant to be submitted to the Florida Bureau of Criminal Justice Assistance. Harms Chief of Police Resolution for JJDP Grant Proposed Resolution for "Juvenile Runaway Project" One (1) it is recommended that the City Commission approve a resolution which authorizes the City Manager to apply for, accept and exe- nt cute the necessary agreements to im�lemeli - the "Juvenile Runaway Project" grant app cation in the amount of 5111,52; in JJDP funds, per the attached resolution. There are approximately 1,000 runaways reported to the City r fMiami aPolice Department annually. Less than tenty percent ,20:) are app d rd referred to existing runaway programs. The f.,,iami Police Department, through the Juvenile Runaway Project, intends to address the remaining eighty percent (20",) by viewing them as youths and families in need of social services. The intent of this project is not to direct these clients solely to runaway o programs, but to access them to public and/or private assistance programs within the community ,vhich are capable of meeting their individualized needs, as well as making appropriate referrals and assessments. The Juvenile Runaway Project is expected to impact upon juvenile crime in the City because there seems to be a progression from mdedeldincy needs cy activity leading to runaway behavior and ultimately 9 in by the juveniles.
