HomeMy WebLinkAboutR-81-0264RESOLUTION NO: $� G4 A RESOLUTION DESIGNATING PLANNTNG AND DESIGN OF MANOR PARK RENOVATION AS A CATEGORY 13 PROJECT, AND APPOINTING CARL KERN, DIRECTOR OF THE DFPARTME:NT OF PARKS, AS CHAIRtdAN OF THE COMPETTTTVE SELECTION COMMITTEE, IN ACCORDANCE, WTTH OPDINANCF NO. 8965, ADOPTED JULY 13, 1979, WHTCH OP.DTNANCI; ESTABLISHED PROCEDUF-IFS FOR CON- TRACTING FOP SAID PPOFFSSTONAL SERVICES AND ALSO ESTABLISHED COMPETITIVE NErOTIATION R1:QUIRF:i•1ENTS WITH RFGARD TO THE FURNISHING; OF SUCH SERVICES. WHEREAS, the U. S. Department of Interior, Heritage Conservation and Recreation Service, has approved the State of Florida's application on behalf of the City of Miami for improvements to Manor and Gibson Parks; and WHEREAS, through the commitment of $600,000 from the Federal Land and Water Conservation Fund Pr.ocram, $300,000 from the State of Florida Depart- ment of Natural Pesources, and $300,000 from a City of Miami Capital Improve- ment Fund, two City of Miami Parks, Manor and c7-ibson Parks, located in riot - disturbed inner-city neighborhoods, .ai.11 be positively impacted and upgraded with $1,200,000 in needed improvements; and WHEREAS, as a result of this financial assistance, both the physical appearance and the recreational functloninq of these parks will be improved in maximum benefit to inner-city residents and the quality of life of these inner-city neighborhoods; and WHEREAS, the City of Miami has awarded a contract for lighting of the new bal.lfield facility at Gibson Park with an allowance of $200,000 and now intends to acquire professional services for the design and construction of $1,000,000 worth of improvements at Manor Park in the near future; and WHER.I.AS, the City Manager recommends that the Manor Park Project be designated a Category B project, in accordance with the provisions of Ordinance No. 8965, adopted ,July 23, 1979; and WHEREAS, the City Manager recommends that CARL KERN, Director of the Department of Parks, be appointed as the Chairman of the Competitive Selection Committee in accordance with the provisions of the said ordinance; NOW, TIIFREFORF., BE IT RESOL.VF.D BY THE: CONLMISSION OF THE: CITY OF 11,1IAMI, FLORIDA: Section 1, The planninq and design of Manor Park is hereby designated as a Category I3 project in accordance with the provisions of Ordinance No. 89G5, �. , A ; CITY COMMISSION ITEPA 1z6 HIETlNG OF 41 ...............".. 4 adopted duly 23, 1979, which ordinance established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. Section 2. The City Commission hereby appoints CARL KERN, Director of the Department of Parks, as Chairman of the Competitive Selection Committee in accordance with the provisions of Ordinance No. 8965. Fosmoen `"are: March 9, 1981 �!LE City Manager yiieJE: -' Proposed Resolution Designating �j� a Category B Project; Manor Park 141-VIA Renovation Project FROM Carl Kern, Director REFFRENCES For City Commission meeting of Department of Parks April 9, 1981 FNCLJSU�tFS It is recommended that the attached resolution be adopted by the City Commission approving the designation of the design of Manor Park Renova- tions as a Category B project, and designating Carl Kern as chairman of the Competitive Selection Committee, in accordance with subsections (5)(a) and (5)(c) of Section 16-17 of the City Code, which establishes procedures for contracting for s professional services and competitive negotiating for such services. The City has been awarded financial assistance through the Federal Land and Water Conservation Fund Program and the State of Florida Department of Natural Resources for renovation of Manor Park. A landscape architectural consultant will be retained by the City to design these renovations. The project budget, inclusive o'f fees, contingency costs, and miscellaneous, will be $1,000,000. The proposed resolution will designate this a Category B project in conformance with Ordinance 8965, with myself acting as the head of the Selection Committee. The selection of the consulting firm will be in full compliance with the City's established procedures for selecting and negotiating with consultants. CK/TLM/vb Enclosure
