A RESOLUTION AWARDING CONTRACTS FOR
PROFESSIONAL SERVICES TO CONDUCT
- APPRAISALS OF THE MERRILL-STEVENS
DRYDOCK COMPANY SITE AT DINNER KEY,
IN ORDER TO ESTABLISH A FAIR RETURN
FOR PROPOSED BID SPECIFICATIONS ON
CITY WATERFRONT PROPERTY, TO THE
FOLLOWING MAI APPRAISERS: (a) NORMAN
KURFERST IN THE AMOUNT OF S4,365 AND
(b) LEONARD A. BIS7.IN THE AMOUNT OF
54,900 WITH THE FUNDS IN THE AMOUNT OF
S9,265 ALLOCATED THEREFOR FROM MARINA
IMPROVEMFNT FUNDS.
WHEREAS, the Waterfront Charter Amendment No. 2 requires that two
independent appraisals be made on City waterfront property in order to establish
a fair return to the City from any proposed lease; and
WHEREAS, the City Administration has solicited proposals for the
appraisal of the subject waterfront property in order to establish the economic
terms of a proposed bid specification; and
WHEREAS, i'orman Kurferst and Leonard A.Bisz, MAI appraisers, responded
to and quoted the lowest proposals for professional services for the appraisal of
the '^,erri11-Stevens Drydock Company site on City waterfront property at Dinner Key;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. That contracts for professional services to conduct appraisals
of the Merrill -Stevens Drydock Company site at Dinner Key, in order to establish
a fair return for proposed bid specifications on City waterfront property, are
hereby awarded to the following MAI appraisers in the following amounts:
(a) Norman Kurferst in the amount of S4,365;
(b) Leonard A.Bisz in the amount of S4,900; with funds hereby allocated therefor
in the amount of S9,265 from Marina Tmprovrment funds.
PASSED AND ADOPTED the 9 TH day of April 1981.

It is recommended that the MAI appraisal
firms of Norman Kurferst and Leonard A.
Bisz which quoted the lowest bids be c
awarded the contracts for appraisal
services. Listed below are the firms'
considered for the selection and award _
of the bid for services for the appraisal
of the Merrill -Stevens Drydock Company ^'
site located at 2640 South Bayshore Drive.
In response to the solicitation for proposals for appraisal of the Merrill -Stevens
Drydock Company site, seven MAI appraisal firms have responded. �.
The solicitation specifically ask what a fair rate of return to the City would be
if the aforementioned property were to be leased to private enterprise for its
present use which includes: storage and repair of boats, sale of marine hardware,
lubricants, parts and equipment for boats, boat brokeraqe, and the furnishing of
complete marine Service to the boating public.

In accordance with letter of February 24, 1981,
I herewith submit my roposal for the appraisal of the
above referred to City owned waterfront property. My
proposal is as follows.:
1 - I am available to make the appraisal. I would
be able to initiate the work in two weeks, and estimated
time required to complete the appraisal and submit the full
finished report would be 5 weeks more or less.
2 - I would furnish 10 copies of the completed,
bound narrative report on the described premises establishing
an estimate of value by the income approach, based on the
limitation of zoning and use.
3 - My report would indicate what a fair rate of return
to the City would be if the aforementioned property were to be
leased to private enterprise for its present use, which
includes: storage and repair of boats, sale of marine hardware,
lubricants, parts and equipment for boats, boat brokerage, Etc.
4 - I would submit a signed Certificate of Appraisal
as to the value of the property.
5 - I would submit a signed statement that I would be
prepared to give expert testimony on the appraisal if deemed
necessary by the City of Miami.
6 - My fee for the work covered by Items 1 through 5
nhnvn would be $4,900.00.

Dear Mr. Garcia:
1. I am available to undertake this assignment and
initiate the work at the time of your approval.
The estimated time to complete would be thirty days.
2. Ten copies would be furnished in accordance with
your paragraph IT'.
3. The conclusion would indicate the fair rate of
return that the Citv of Miami should receive if
the property is leased to private enterprise,
generally relating to its present usage.
4. There would be a signed Certificate of Appraisal
of value of the property.
5. This appraiser would be prepared to give expert
testimony if deemed necessary by the City of Miami,

Director, regarding 2640 South Bayshore Drive, a/k/a Merrill -Stevens Dry
Dock Company
Dear Sir:
PROPERTY CONSULTANTS INC, would be pleased to prepare an appraisal on
the above water front property. We would be able to initiate work upon
authorization and our estimated time for completion would be four to five
weeks after written authorization is received.
Ten copies of the finished report setting forth the estimated value by the
incorre approach, based on the limitation of zoning and use, will include the
indicated fair rate of return if leased to private enterprise for its present use
and a signed Certificate of Appraisal.
I am prepared to give expert testimony on the appraisals if Emminent Domain
proceedings are instituted by the City of Miami.
The fee for appraising the property would be $6,000.
Please call me if you have arty questions...-. will- appreciate information as to
the appraisers hired and the fee agreed on in the event we are not selected.
