"It is recommended that the attached
i- Resolution be adopted by the City
Commission ratifying, approving and
confirming the -action of the City
Manager in executing an agreement with
the U. S. Department of State for the
V Services of a Foreign Service Officer
under the Pearson Amendment Program.
The Pearson Amendment Program was established to aid governmental
agencies by assigning members of the State Department's Foreign
Service to the requesting agencies. The knowledge, experience
and exposure that Foreign Service Officers obtain over the years
can often prove to be invaluable to the agency the Foreign Service
Officer is assigned.
Under this program, the agency receiving the services of the
Foreign Service officer, in this case the City of Miami, pays
the U. S. Uep•1r_tment of State 20% of the Foreign Service officer's
salary, or, In this particular instance, $7,000. This amount can
be considered most minimal when taking into consideration the
benefits ti-ie City is to receive for it.
The Cit; of Miami has previously participated in this program
when it contracted the services of Mr. Allan Rogers, v ho was
assigned to the C.'ity Manager's Office and later to the Department
of Trade & Commerce Development. The City's experience with
Mr. Rogers and thf, program can overall be termed as very profitable
since we were able to use Mr. Roger's assistance during the 1978
Trade Fair of the Americas.
The Foreign Service Officer who has been assigned to the Department
of Trade & Commerce Development since January, namely :-:r. Thomas
II. Carter, has been providing assistance as a Senior Commercial
Advisor in the Business Development Division of the Department
of Trade & Commerce Development. His functions includ-2 oconomic
planning and the development of sound business and commercial —
assistance in behalf of the City. '11his assignment has proved to
be most .-enefic:ial for this department and it is foroseen that
Mr. Carter's contributions will have a great impact in the further
development of this department's Business Development Division.

DESCRIPTION OF SERVICES OR JOINT ACTIVITIE
Partial reimbursement for costs incurred on behalf of your agency for salary
and benefits for Foreign Service Officer Tom Carter in conjunction with a
Pearson assignment witn the city of Miami's office of Trade and Corr-me
Development. The understanding with Miami is that the City will reimburse
the State Department at the flat rate of $7,000 for Tom Carter's services
for one year starting on/about January 15, 1981. City is responsible for
job related expenses, including travel and for taxi fares incurred in
connection with official city business.
