HomeMy WebLinkAboutO-09260i AMENDMENT NO. 6 TO ORDINANCE NO. 9199 TLM/vb _ 4/6/el ORDINANCE NO. 9 C20 0 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 9199, ADOPTED NOVEMBER 6, 1980, THE CITY'S CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE FOR FISCAL YEAR 1980-81; AS AMENDED; BY TRANSFERRING $12,000 FROM THE REMAINING PARKS FOR PEOPLE DISTRICT VII IMPROVEMENTS (ITEM VI.B.24) TO A NEW PROJECT ENTITLED MACEO PARK FENCING (ITEM VI.C.2); BY DELETING $300,000 FROM CURTIS PARK DEVELOPMENT (ITEM IX.B.(i)14.(a)) AND TRANSFERRING $132,000 FROM CURTIS PARK DEVELOPMENT (ITEM IX.B.(i)14.(b)) TO PARK REHABILITA- TION FOR THOSE WITH SPECIAL NEEDS (ITEM IX.B.(i)20.(a)); BY TRANSFERRING $175,000 FROM WEST END PARK DEVELOPMENT (ITEM IX.B.(ii)5.(a)) TO PARK REHABILITATION FOR THOSE WITH SPECIAL NEEDS (ITEM IX.B.(i)20.(a)); BY TRANSFERRING $1,153,787 FROM TACOLCY PARK (ITEM IX.B.(i)ll.(a)) TO LATIN COMMUNITY RIVERFRONT PARK (ITEM IX.B.(i)9.(a)); BY TRANSFERRING $303,500 FROM TACOLCY PARK (ITEM IX.B.(i)ll.(a)) TO PARK REHABILITATION FOR THOSE WITH SPECIAL NEEDS (ITEM IX.B.(i)20.(b)); BY MAKING A NEW APPROPRIATION OF $719,700 FROM U.S. DEPARTMENT OF THE INTERIOR URBAN PARK AND RECREATION FUND TO LATIN COMMUNITY RIVERFRONT PARK (ITEM IX.B.(i)9.(c)); CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTH OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9199 on November 6, 1980, establishing resources and appropriations for the implementation of capital improvements in the City of Miami, Florida, for the Fiscal Year ending September 30, 1981; and WHEREAS, it has become necessary to provide night-time security at Antonio Maceo Park located at SW 8th Strer,�. and 15th Avenue by the installation of an eight foot high decorative aluminum fence with four gates; and WHEREAS, Antonio Maceo Park is located in Parks for People District VII and there are sufficient funds in Remaining Parks for People District VII Improvements to cover the cost of this expenditure; and WHEREAS, the City of Miami Department of Finance has requested the consolidation of portions of a grant entitled Park Rehabilitation for those with Special Needs, funded by the U.S. Department of the Interior Urban Park and Recreation Fund, under one Capital Improvement Fund project listing for purposes of funding integrity and accountability; and WHEREAS, the above request necessitates transfer of the U.S. Department of the Interior Urban Park and Recreation Fund allocations from the Curtis Park Development project listing and the West End Park Development project listing to the Park Rehabilitation for Those with Special Needs project listing under the Capital Improvement Fund; and WHEREAS, this transfer will in no way impede the use of the subject funds at Curtis Park and West End Park, as prescribed in the grant application; and WHEREAS, it is necessary for the City to increase its spending rate for the Community Development Block Grant program by October 1, 1981, and WHEREAS, the City's Jose Marti Riverfront Park project has a large appropriation of Community Development Block Grant funds, however the project will not be in construction until early in 1982, which would not allow for timely expenditures; and WHEREAS, the City's Park Rehabilitation for Those With Special Needs grant project has an appropriation of Community Development Block Grant funds and would not allow for timely expenditure by October 1, 1981; and WHEREAS, the City's Tacolcy Park project is located in a Community Development Target Area and is already in construction and would allow for timely expenditure by October 1, 1981; and WHEREAS, it would be ii the City's interest to transfer Community Development funding in the amount of $1,153,787 from Jose Marti Riverfront Park and $303,500 from Park Rehabilitation For Those With Special Needs to Tacolcy Park for imme- diate expenditure; and WHEREAS, Parks for People Funding would then be transferred from the Tacolcy Park project in the amount of $1,153,787 to Jose Marti Riverfront Park and $303,500 to Park Rehabilitation For Those With Special Needs, for future expenditure; and WHEREAS, the U.S. Department of the Interior has awarded a $719,730 grant from the Urban Park and Recreation Fund for Jose Marti Riverfront Park Phase I Development (formerly Latin Community Riverfront Park); NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9199, adopted November 6, 1980, is hereby amended in the following particulars: 1/ "Section 1. The following appropriations hereby made by fund and project title include previously authorized projects and fund appropriations for implementation of all municipal capital improve- ments of the City of Miami, Florida. The sources of revenue to support the herein appropriations are hereby identified by fund and project: -------------------------------------------------------------------------------- Z/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures constitute the amendment proposed. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material.
