CITY OF MIAMI/UNIVERSITY OF MIAMI - JAMES L. KNIGHT INTERNATIONAL CENTER AND PARKING GARAGE (7034) IN THE. AMOUNT OF $4,500,000 FROM PROCEEDS OF THE INTERAMA LAND SALE; AND TRANSFER- RING SAID AMOUNT TO SUBSECTION X., JMIES L. KNIGHT CONVENTION CENTER ENTERPRISE FUND, PROJECT B. 1. CITY OF MIAMI/UNIVERSITY OF MIAMI- JAMES L. KNIGHT INTERNATIONAL CEN- TER AND PARKING GARAGE (7034); CON- TAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE . WHEREAS, the City Commission adopted Ordinance No. 9199 on November 6, 1980, establishing resources and appro- priations for the implementation of capital improvements in the City of Miami, Florida, for the Fiscal Year ending September 30, 1981; and WHEREAS, in Resolution No. 81-202, the City Commission authorized changes under contract of October 24, 1979 with Frank J. Rooney, Inc. for construction of. the City of Miami/ University of Miami James L. Knight International Center to add $2,700,000 to the guaranteed maximum cost and fur'.her authorized the establishment of an additional reserve fund in the amount of $1,800,000 to cover other possible future changes and costs in connection with construction of the Center, thereby requiring; an additional anpropriati.en of $4,500,000 for said Project; and WI•IEREAS, in the aforementioned resolution, the City Commission authorized the use of proceeds from the sale of the Interama Property to cover the additional costs; and WHEREAS, an amount of. $4,500,000 is available from proceeds of the Interama Land Sale and can be appropriated for this purpose; NOW, THEREFORE, BE IT ORDAINED BY THE COPRIISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 9199, adopted November 6, 1980, the City's Capital Improvement Appropri- ations Ordinance for Fiscal Year 1980-81, as amended, is hereby further amended in the following particulars: l/ "Section 1. The following appropriations hereby made by fund and project title include previously authorized projects and fund appropriations for implementation of all municipal capital improve- ments of the City of Miami, Florida. The sources of revenue to support the herein appropriations are hereby identified by fund and project: IX. Capital Improvement Fund A. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the neces- sity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section S. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Fosmoen April 2, 1981 City Manager Conference/Convention Center Additional Funding Vincent E. rimm, Jr. / ssistant : ty' ldtanager ' At the Commission meeting of March 17, 1981, the City authorized an increase in the scope of the Convention Center in the amount of $4.5 million dollars. The source was funds that were received by the City for the sale of the Interama property. In order for these funds to be transferred to the proper account for the Con- vention Center, it is necessary that the Commission pass the at- tached ordinance. Since this work is already under way, it is suggested that this be done as an emergency ordinance. VEG/h
