AN ORDINANCE AMENDING SECTIONS 1, 21 4, AND 5 OF
ORDINANCE NO. 9179, ADOPTED OCTOBER 3, 1980, THE
ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 30, 1981, AS AMENDED; BY IN-
CREASING THE FOLLOWING APPROPRIATIONS IN THE
AMOUNTS INDICATED: GENERAL FUND, $1,220,5911
ENTERPRISE FUNDS, $725,895; INTERNAL SERVICE
FUNDS, $1,153,699; TRUST AND AGENCY FUNDS,
$251,183; AND BY INCREASING ANTICIPATED REVENUES
IN THE SAME AMOUNTS, RESPECTIVELY, FROM THE RE-
TAINED EARNINGS OR FUND BALANCE OF EACH ACCOUNT;
TO COVER OUTSTANDING COMMITMENTS FOR PURCHASE
ORDERS ISSUED IN FISCAL YEAR 1980 AND PAID IN
FISCAL YEAR 1981; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE
REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS
BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE
14EMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9179 on
October 3, 1980, establishing revenues and appropriations for the City of
Miami, Florida, for the fiscal year ending September 30, 1981; and
WHEREAS, based on the proper accounting principles recommended by
the National Council on Governmental Accounting, the following appropria-
tions are required to cover outstanding commitments for purchase orders
issued in fiscal year 1980 and paid in fiscal year 1981:

Internal Service Funds 1,153,699
Trust and Agency Funds 251,183
WHEREAS, funds are available from Retained Earnings or fund bal-
ance in each of the accounts as indicated in the body of the herein ordi-
nance and the amounts designated can be appropriated to cover the commit-
ments for purchase orders issued in fiscal year 1980 and paid in fiscal
year 1981;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Sections 1, 2, 4, and 5 of Ordinance No. 9179,
adopted October 3, 1980, the Annual Appropriations Ordinance for the fiscal
year ending September 30, 1981, as amended, are hereby further amended in

Section 2. The herein appropriation of $1,220,591 for the
General Fund, $725,895 for the Enterprise Funds, $1,153,699 for Internal
Service Funds, and $251,183 for Trust and Agency Funds from Retained
Earnings or fund balance of each of the respective accounts is made to
cover the commitments for purchase orders issued in fiscal year 1980 and
paid in fiscal year 1981.
Section 3. All ordinances or parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining pro-
visions of this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

Appropriations for Encumbrances
for the General Fund, Enterprise
Funds, Internal Service Funds,
and Trust and Agency Funds
According to proper accounting principles, it is
recommended that appropriations be made in the
General Fund for $1, 220, 591; Enterprise Funds,
$725,895; Internal Service Funds, $1,153,699; and
Trust and Agency Funds, $251,183; from the Re-
tained Earnings or Fund Balance of each of the
respective accounts to cover outstanding commit-
ments for purchase orders issued in fiscal year
1980 and paid in fiscal year 1981.
Based on proper accounting principles recommended by the National
Council on Governmental Accounting, the Finance Department has re-
quested that the above -mentioned appropriations be made to cover
encumbrances carried forward from fiscal year 1980. Funds are avail-
able from fund balance/retained earnings to cover these commitments.
Please note that these encumbrances do not represent an increase in
fiscal year 1981 departmental budget appropriations: it is merely an
accounting adjustment. Last year this principle was applied for the
first time to the Enterprise Funds and Internal Service Funds. This
is the first year for the application of this principle to the General
Fund and the Trust and Agency Funds.
The attached proposed ordinance has been prepared for the April
1981, City Commission meeting.
