TO ORDINANCE N0. 8719 O ORDINANCE NO. 9; 5 r AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTAB- LISHING A NEW TRUST AND AGENCY FUND ENTITLED "REFUGEE DISCRETIONARY GRANT", AND APPRO- PRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $1,010,000; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPAR- ATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. wi 8719 on October 26, 1977 establishing resources and appro- priations for grant funds anticipated by the City of Miami, Florida, and for corresponding City matching funds; and WHEREAS, the City of Miami was declared eligible for disaster assistance; and WHEREAS, the City Commission adopted Resolution No. 81-170 on March 17, 1981 authorizing the City Manager to accept and execute the necessary implementing contract and agreements for a Secretary's Discretionary Grant from the United States Department of Housing and Urban Develop- ment, in an amount not to exceed $1,010,000, for the purpose of alleviating the conditions resulting from the large Cuban/Haitian Migration to this City; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in 1/ the following particulars: "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: RESOURCES: APPROPRIATION: t� Refugee Discretionary Grant Federal Grant - United States Department of Housing And Urban Development $1,010,000 Refu&ee Discretionary Grant $1,010,000" ------------------------------------------------------------- 1/ Underscored words and/or figures constitute the amendment proposed. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. MEMORANDUM TO Richard Fosmoen DATE- March 25, 1981 +LE Manager Appropriations Ordinance, for Civil Disturbance Discretionary Grant and Refugee Discretionary Grant FROM;Dp REFERENCES: _ ecto artm nt of Community Development ENCLOSURES: City Commission Agenda of April 9, 1981 It is recommended that the Grant Appropriation Ordinance be amended to receive two grants from the Department of Housing and Urban Development; for Civil Disturbance Discretionary Grant - $1,160,000 and Refugee Discretionary Grant - $1,010,000 and to appropriate these grants for these purposes, per the attached Ordinances. The City Commission on March 17, 1981 approved Resolution 81-169 and 81-170 authorizing the City Manager to accept the two grants. The attached Ordinances permit the grants to be appr3priated for the purposes intended. These items are to be scheduled for the April 9th, 1981 Commission Agenda.
