HomeMy WebLinkAboutO-09253AMEND14ENT N0.1e TO ORDINANCE NO. 9179 CD/bbb /28/81 ORDINANCE NO. 9253 AN ORDINANCE AMENDING SECTIONS 4 AND 5 of ORDINANCE NO. 9179, ADOPTED OCTOBER 3, 1980, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1981, AS AMENDED; BY INCREASING THE APPROPRIATION FOR THE TRUST AND AGENCY FUND, SELF INSURANCE, IN THE AMOUNT OF $51,931.0n FOR THE PURPOSE OF FUNDING TWO NEW POSITIONS IN THE RISK MANAGE- MENT DIVISION OF THE FINANCE DEPARTMENT; FOR THE PURPOSE OF OFFICE RENOVATIONS; AND THE REIMBURSEMENT OF TRAVEL EXPENSES FOR APPLICANTS FOR THE POSITION OF ASSISTANT FINANCE DIRECTOR FOR RISK MANAGEMENT: CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 9179 on October 3, 1980, establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, I 1981; and WHEREAS, the Risk Management Division must vacate the Dinner Key barracks it now occupies; and WHEREAS, a section of the Watson Building will become available in January, 1981, and will be suitable for the Risk Management operations after improvements are made in anamount not _ to exceed $30,000; and WHEREAS, the Self -Insurance Trust Fund section of Risk Management is in need of two clerks at a total annual cost of $16,931; and WHEREAS, the position of Assistant Finance Director for Risk Management is vacant, several out-of-town applicants have been interviewed, and reimbursement of their travel expenses is estimated to cost no more than $5,000; and WHEREAS, the total amount of $51,931 is available from' the Self -Insurance Fund Balance and can be appropriated into the Risk Management Division's budget to fund the abovementioned costs. 0001, .E' i NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 4 and 5 of Ordinance No. 9179, adopted October 3, 1980, the Annual Appropriations Ordinance for the fiscal year ending September 30, 1981, as amended, are hereby further amended in the following particulars:l/ "Section 4. The following appropriations are made in Trust and Agency Funds: TRUST AND AGENCY FUNDS Self Insurance $-117578779; $ 11,630,728 TOTAL TRUST AND AGENCY FUNDS $-2971947231 $ 29,156,162 Section 5. The above appropriations are made based on the following sources of revenue for the 1980-81 fiscal year: TRUST AND AGENCY FUNDS Self Insurance $-117§78T797 $ 11,630,728 TOTAL TRUST AND AGENCY FUNDS $-2971047231 $ 29,156,162" Section 2. The herein appropriation is for the purpose of funding/two new clerk positions in the Risk Management Division of the Finance Department and for the funding of needed renovations in a section of the Watson Building. Section 3. All ordinances or parts of ordinances inso- far as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. --------------------------------------------------------------------- l/ Words and/or figures stricken through shall be deleted. Garcia Acting Director of Fi an e 5USJECT Amendment to Appropriations Ordinance No. 9179 REFERENCES, �NCLOSURF.S It is recommended that the enclosed Ordinance be adopted in order to fund two clerical positions in the Risk Management Division of the Finance Department; travel expenses related to hiring an Assistant Finance Director for Risk Management; and to renovate office space at the Watson Build- ing so the Risk Management Division may move into the building to allow demolition of the Dinner Key building it now occupies; to be funded by the Self -Insurance Fund at a total cost of 51,931.00. The Risk Management Divison must vacate the Dinner Key barracks it now occupies as the building is due for demolition. Areas of the Watson Building are being vacated by the Fire Department and will become suitable for office use after renovations in an amount not to exceed $30,000 are made. Currently, the Self -Insurance operation has lost a large number of its CETA employees and finds it is impossible to prepare certain State - mandated reports. The addition of two clerical positions will alleviate the operational needs of this Division. Both of these expenses are necessary to maintain services rendered by the Self Insurance fund to other City Departments. In addition, several applicants for the vacant position of Assistant Dir- ector for Risk Management have incurred travel expenses which will.be reimbursed by the City in an amount not to exceed $5,000.
