AN ORDINANCE AMENDING SECTION I OF ORDINANCE NO,
9195, THE CITY'S CAPITAL IMPROVEMENT APPROPRIATIONS
ORDINANCE FOR FISCAL YEAR 1980-81 AS AMENDED; BY
REDUCING ITEM I1 C.2, BUENA VISTA STREET IMPROVE-
MENTS PHASE 1 (8010) BY AN AMOUNT of $1003000 AND
TRANSFERRING SAID AMOUNT TO ESTABLISH ITEM 11 HIGH-
WAY GENERAL OBLIGATION BOND FUND P130JECT C.4. PURCHASE
OF EQUIPMENTL-SELF-PROPELLED ASPHALT'PAVER, ROLLER AND
TRANSPORTATION TRAILER, AND BY REDUCING ITEM IV.C.4.
XINLOCH SANITARY IMPROVEMENT BY AN AMOUNT OF $20,000
AND TRANSFERRING SAID AMOUNT TO ESTABLISH ITEM IV.
1975 AND 1975 SANITARY SEWER GENERAL OBLIGATION BOND
FUND PROJECT C.5. PURCHASE OF SURVEY EQUIPMENT -THEODO-
LITE; AND BY REDUCING ITEM V,B.13. LAWRENCE STORM SEWERS=
PHASE I BY AN AMOUNT OF $150,000 AND TRANSFERRING SAID
AMOUNT TO ESTABLISH ITEM V. 1970 AND 1978 STORM SEWER
GENERAL OBLIGATION BOND FUND PROJECT C.4. DOWNTOWN GOVERN-
ME14T CENTER STORM SEWER MODIFICATIONS; AND BY REDUCING THE
1970 HIGHWAY GENERAL OBLIGATION BOND FUND BALANCE OF ITEM
IX,C.(i) 2. BUENA VISTA STREET IMPROVEMENTS --PHASE I BY AN
AMOUNT OF $1003000; AND DISPENSING WITH THE REQUIREMENT OF
READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS
THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION,
WHEREAS, the City Commission adopted Ordinance No, 9199 on
November 6, 1980, establishing resources and appropriations for the im-
plementation of capital improvements in the City of Miami, Florida, for
the Fiscal Year ending September 30, 1981; and
WHEREAS, there is a need for a new self-propelled asphalt
paver, roller and transportation trailer for reconstruction of City
streets; and
WHEREAS, some of the budget restrictions on the hiring of
new personnel can be offset by the use of this.new equipment; and
WHEREAS, Buena Vista Street Improvements - Phase I will not
be constructed this fiscal year; and
WHEREAS, funds in the amount of $100,000 can be transferred
from the remaining funds allocated for Buena Vista Street Improvements -
Phase I to cover purchase of a self-propelled asphalt paver, roller
and transportation trailer; and

WHEREAS, there is a need for advanced technological equip-
ment in order to upgrade efficiency and accuracy in survey measurements and
WHEREAS, the design of Xinloch Sanitary Sewer Improvement will
not be completed until next fiscal year; and
WHEREAS, funds in the amount of $20,000 can be transferred
from the funds allocated for Kinloch Sanitary Sewer Improvement to cover
purchase of new survey equipment, namely, an electronic distance measur-
ing device and theodolite; and
WHEREAS, N.W. 1 Court between N.W. 1 Street and N.W. 3 Street
is to be closed for the construction of the Dade County Administration
Building; and
WHEREAS, an existing City owned storm sewer in N.W. 1 Court
must be relocated in order to accommodate construction of the Administra-
tion Building; and
WHEREAS, a contract has been awarded for construction of
Lawrence Storm Sewers - Phase I at a cost considerably lower than that
appropriated; and
- WHEREAS, funds in the amount of $150,000 can now be transferred
from Lawrence Storm Sewers - Phase I to establish the Downtown Government
Center Storm Sewer Modifications; and
WHEREAS, the total project cost for the Downtown Government
Center Storm Sewer Modifications shall be refunded by Metropolitan Dade
County; _
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. Section 1 of Ordinance No. 9199, adopted
November 61 1980, the City's Capital Improvement Appropriations Ordinance
for Fiscal Year 1980-81, as amended, is further amended in the following
particulars: 1I
"Section 1. The following appropriations hereby made
by fund and project title include previously authorized
projects and fund appropriations for implementation of
all municipal capital improvements to the City of Miami,
Florida. The sources of revenue to support the herein
appropriations are hereby identified by fund and project:
