in its attempt to preserve and protect the interests of the citizens
of the City as well as the great number of tourists visiting the
City who are served by the taxicabs; and
WHEREAS, the safety, comfort and convenience of taxicab
passengers is of paramount importance to this Commission; and
WHEREAS, there are over 400 permitted taxicab vehicles opera-
ting under the authority of over 200 Certificates of Public Con-
venience and iJecessi.t_y which have been issued by the City; and
WHEREAS, the permits for these vehicles expire an September 30
of each year; and
WHEREAS, the need exists to review each Certificate previously
issued by this Commission to determine the extent to which the
needs of the public for safe, comfortable and convenient transpor-
tation service is being served under these existing Certificates;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby instructed to review
all existing, Certificates of Public Convenience and Necessity

which have been issued utider Section 5645 of the City Code for
taxicabs as defined in Section 56-20 of the Code of the City of
Miami, Florida (1980), as amended, and present a detailed report
to the City Commission on all transfers or assignments of shares
of stock or interest of such Certificate operator that have
occurred since the issuance of each such Certificate by the City
Commission where the transfer or assignment has caused a change
of directors. officers, shareholders or business managers of
the Certificate operator.
Section 2. The City Manager is hereby instructed to review
all existing permits issued for taxicab vehicles by the Chief of
Police under the authority of a Certificate of Public convenience
and Necessity pursuant to the City Code and present a summary
report to the City Commission on all transfers or assignments of
shares of stock or interest of such Permit operator that have
occurred since the issuance of each such Permit by the Chief of
Police where the transfer or assignment has caused a change of
directors, officers, shareholders or business managers of the Permit
operator.
Section 3. The City Manager is hereby instructed to review
each public liability policy or proofs of self-insurance insuring
the operation of each taxicab being operated under a Certificate
of Public Convenience and Necessity that has been issued by the
City Commission.
