FOR FURNISHING SECURITY GUARD SERVICE AT THE LITTLE HAVANA COMMUNITY CENTER ON A CONTRACT BASIS FOR ONE YEAR FOR THE DEPARTMENT OF COMMUNITY DEVELOPMENT AT A TOTAL ESTIMATED COST OF $33,133.80; ALLOCATING FUNDS THFREFOR FROM THE 1980-81 OPERATING BUDGET OF THAT DEPARTMENT; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE THE PUR- CHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received Match 18, 1981 for the furnishing of Security Guard Service at the Little Havana Community Center for the Department of Community Development; and WHEREAS, invitations were mailed to 17 potential suppliers'< and 12 bids were received; and WHEREAS, funds for this purchase are available in the 1980- 81 Operating Budget; and WHEREAS, this service will be used by the Department of Community Development for the purpose of curtailing vandalism during nights, weekends, and holidays, and WHEREAS, the City Manager and the. Department of Community ` Development recommend that the bid received from Florida Security' Agency, Inc. be accepted as the most advantageous bid to the City: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MI"AMI, FLORIDA: Section 1. The March 18, 1981 bid of Florida Security Agency, Inc. for furnish Security Guard Service at the Little Havana Com- munity Center on a contract basis for one year for the Department of Community Development at a total estimated cost of $33,133.80 is hereby accepted with funds therefor hereby allocated from the 1980-81 Operating Budget of that Department. The Center is open most evenings and weekends to provide community space for meetings and cultural activities. To date, we have had CETA employees (5) as watch guards working staggered hours from 7:00 a.m. to 11:00 p.m., evenings and weekends so that someone is at the Centel- whenever an activity is scheduled and can secure the facility each night. We are presently recommending that the Center close at 5:00 p.m, two days of the week since there is not sufficient staff to keep it open. The CETA employees that we have as watch guards work only 20 hours oer week and spend 15 hours in classroom training, Furthermore, prior to their June termination, they must tale all their earned vacation time. This will leave the Center with four City staff, three of whom are administrative staff. It will be difficult, if not impossible to have the facility open evenings and weekends for co-,munity use unless a guard service or at least two additional per- manent staff are employed. Many evening and weekend events generate revenue (approximately S1500/month) since a rental fee is charged for non tenants. Additionally, many paying tenants request use of common areas for evening meetings. Their lease allows them to use common . areas for free. In addition to the evening and weekend use of the Center, we have experienced problems aith vandalism and bread: -ins during hours when staff is not at the Centel'. The contract :-le are requesting merely provides the minimum security needed to operate the Center during evenings and weekends, as well as protect City property against vandalism. The cost for this service is $4.90/hour. It is recommended that the award be made and a resolution be passed accepting the most advanta- geous bid as received from Florida Security Agency, Inc. for furnishing Security Guard Service at the Little Havana Community Center on a contract basis for one year at a total cost of $33,133.80. Pursuant to public notice sealed bids were received March 18, 1981 for furnishing security guard service at the Little Havana Community Center for one year on a contract basis for the Department of Com- munity Development. Invitations were mailed to 17 potential suppliers and 12 bids were received as per the attached Award of Bid Summary. Funds for this purchase are available in the 1980-81 Operating Budget. Severalincidents of vandalism at the Center have caused a need for security guard service during nights, weekends, and holidays.
