WHEREAS, Miami and other urban areas are in dire need
of funds to provide quality education; create employment oppor-
tunities, especially for youth; deter crime; and improve trans-
portation, especially public transit; and
WHEREAS, traditional sources of funding such as the
Federal government intend to diminish their levels of funding;
and
WHEREAS, the increased state sales tax with an equitable
allotment and disbursement formula would respond to the needs
of the residents of the City of Miami and would improve the
quality of life for all citizens of the State of Florida;
NOW, THEREFORE,BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The Legislature of the State of Florida is
hereby urged to enact an additional one cent sales tax law for
the purpose of providing funds to alleviate the problems facing
urban areas such as education, unemployment, crime and transportation.
Section 2. The Legislature is hereby urged to establish
fair and equitable allotment formulas for the increased sales tax
which would be sensitive to the needs of urban areas uch as the

The attached resolution expresses City Commission support for enactment of an
additional one cent sales tax to be used for the purpose of providing funds to
alleviate the problems facing urban areas such as education, unemployment,
crime and transportation.
In view of the imminent Federal cutbacks and the difficulty of maintaining
the current levels of services because of inflation, the enactment of a State
wide sales tax could be beneficial to the City of Miami.
To carry out this resolution, we would ask our Tallahassee representative,
Rick Sisser, to work closely with the Dade Delegation and other legislators
to insure that a sales tax, if enacted, would be responsive to the needs of
the City of Miami and fairly allocated based on our needs.
Enactment of the sales tax should not preclude City support of other efforts
by the State Legislature to take up the slack resulting from Federal funding
cut backs. For example, additional State funding should be sought for youth
employment programs, economic development and the provision of a wide range
of human services.
