A RESOLUTION RECOMMENDING APPROVAL OF PERMISSION
TO DEVELOP A REFUSE INCINERATOR ON JACK80N
MEMORIAL HOSPITAL TRACT (55y`5) BEING APPROXI
MATELY 1899 N,W, 12TH AVENUE AS AN ACCESSORY
USE PER COMPREHENSIVE ZONING ORDINANCE 6871,
ARTICLE IV, SECTION'36(2) AS PROPOSED BY
LETTER OF INTENT DATED APRIL 20, 1981 ATTACHED
HERETO AND MADE A PART OF HEREIN, ZONED R-4
(MEDIUM DENSITY MULTIPLE DWELLING) SUBJECT
TO THE EXCLUSIVE USE OF JACXSON MEMORIAL'
HOSPITAL, ACCESS BY INTERNAL CIRCULATION ONLY,
NOT UTILIZING PUBLIC THOROUGHFARES OR PRIVATE
DRIVES OWNED BY THE CITY OF'MIAMI AND TO BE
INSPECTED FOR COMPLIANCE ANNUALLY BY THE
BUILDING AND ZONING INSPECTION DEPARTMENT
COMMENCING TWELVE MONTHS FROM START OF
OPERATION
WHEREAS, the Miami Planning Advisory Board, at its meeting
of May 20, 1981, Item #5, following an advertised hearing, adopted
Resolution No. PAB 31-81 by a 6 to 0 vote (2 members absent)
RECOMMENDING APPROVAL, as hereinafter set forth; and
WHEREAS, The City Commission deems it advisable and in the
best interest of the general welfare of the City of Miami and
its inhabitants to grantthepermission to develop a refuse
incinerator on Jackson Memorial Hospital, as hereinafter set
forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section'1. The request for approval of permission to
develop a refuse incinerator on Jackson Memorial Hospital 'Tract
being approximately 1899 N.W. 12th Avenue as an accessory
use per Comprehensive Zoning Ordinance 6871, Article IV, Section
36(2) as proposed by letter of intent dated April 20, 1981
attached hereto and made a part of herein; zoned R-4 (Medium
Density Multiple Dwelling) subject to the exclusive use of
Jackson Memorial Hospital; access by ;internal circulation only,
not utilizing public thoroughfares or private drives owned by the
City of Miami and to be inspected for compliance annually by the
Building and Zoning Inspection Department commencing twelve months
from start of operation, be ,and the same is hereby granted,

Dear Mt. Salman:
It is the intention of Jackson Memorial Hospital to construct a site for the
installation of two incinerators to dispose; of the infectious waste and normal
garbage generated by Jackson Memorial Hospital.
This entire project has been over by our consultant, AB2MT Consultants, Inc.°,
who'are.experts in the design of incinerator, sites and in the selection of
incinerators that meet all local and state regulations for air pollution ccntrol.
Our consultanthas developed the plans for our incinerator project and will: be
responsible for supervising the construction -and final installation of the
incinerators. We have obtained approval from the Health Systems' Agency, the
State of Florida and Dade County Departments of Energy' Resource Management and
,.have received a special Waiver of Bid from the Public Health Trust to proceed
with this project. The incinerators will be used as follows:
A. The primary useofthe two incinerators will be to burn the 22 tons of
waste per day generated by Jackson' Memorial Hospital. This waste is
comprised of approximately 20 tons -of landfill' garbage and 2 tons of red
bag infectious waste which must be burnt. Presently there is no site
available closer than Orlando,; Florida to incinerate infectious waste and
this will become a more serious problem in the'near.future when Orlando
.,ceases to provide this service.'
B. 'A secondary use of the incinerators will be -for energy conservation. We
are building the incinerators adjacent to our power plant and will
eventually recover heat from the incinerators to develop steam for our
boiler plant. This will reduce our natural gas consumption and thus save
energy and costly fuel expenses for Jackson Memorial Hospital,
